Surely a city has a right and an obligation to its residents not to let such unoccupied and run down buildings continue without improvement. We hope that the owners of these buildings will take action to tear them down or improve them for occupancy before the matter is taken to court. If it is not resolved until it is in court, we hope the court decides in favor of the City.
