Two Hollywood children were talking as they were walking home from school one day. Ive got two little brothers and one little sister, boasted one. How many do you have? Davis Jeep School board members supervise Spending of $7 million yearly Although the night grows late, still the men around the meeting table show no inclina-- i tion to leave. There are yet many problems to he discussed and just conclusions drawn before they can fold up their papers and bid each other a jovial good night. They are the school hoard for the Davis District. As such, they are charged with the expenditure of nearly $7,ihhi,(XK) a year, with jbl building program and payroll excelled in the county only by that of Hill Air Force' Base. The five elected members from as many districts, the chosen superintendent and his assistant and the clerk meet together on alternate Monday evenings and frequently in between if a situation warrants an extra meeting. Often some of the other school personnel are called into the meeting and it is not a rare occasion to have a group of interested citizens attend for some cause or other. To these men goes the reof deciding the sponsibility course of public education in their county. They must decide how and where building funds are to he spent, with an eye on the rapidly growing areas yet not losing sight of the deserving communities with not so evident a population increase. The problem of recruiting and keeping qualified teachers is an ever present one calling tor a continuous study into and districts probteachers lems and being aware of the situation in surrounding dis- tricts. Action on the proposal could come in any one of three directions the county commission could create the district on their own initiative; the voters in the irea could petition the county to dart a district; or the question could he put to the voters on a ballot, possibly at this falls genet al election. Once the district is created, those living in it would vote at a bond election in favor or against bonding to finance the program. The engineers report was presented by Al J. Sorensen. It begun, "The District to he encompassed is an area with featuies that lend themselves Co a single drainage basin. It is hounded on the north by North Davis County Metropolitan Sewer District, on the east by the Wasatch Mountains, on the south by Sections 31 and 30 or T.".N and on the west by the shores of Great Salt The District is a developable area of some !i,:Ki acres. It could be. adapted residential and to heavy and light industry, though its greatest value won he for residential. At the present time Kays-ivill- e City and Farmington City each has a sewer collection system, hut each sewage treatment facility, a septic tank, is wholly inadequate. Fruit Heights does not have sewer facilities hut the area could and would grow if such were available. The county irea adjacent to the incorpoiat-- d cities has widely scattered homes hut would develop if sewer and water were available. "It would he difficult for each .ity to try to develop facilities that were capable of serving nine than t hi lr own incorporat'd aiea since they would have io taxing power or control over Jther than the city population. "There is, though, a legal and ogical way for this entire afea .o grow and develop by providing the service necessary for that growth. By creating an District, which Utah I .aw provides can he done both incorporated and umncoi pointed areas in the District, it is possible to incur debt and do ull things necessary to provide the required services. The law further provides that an Improvement District can levy four mills each year for maintenance anil operation of the facility. It also has the power to issue bonds against the property in the District, (General Obligation Bonds) or against the net revenue from the facility, (Revenue Bonds). The District is governed by a Board of three Trustees which aie initially appointed by the Commission and thereafter elected by the taxpayers of the Dis- trict. m Marriage is for people who like each other Vage for women $42.84 y 1 1 Be-n- g mc-lio- ""'ks i six-sta- 111 1 trunk sewer lines would of such a size as future anticipated growth of the entire area.
