Add lour, pepper and salt. Stir until smooth. Slowly add evaporated milk, stirring constantly. Place over boiling water. Continue stirring until thickened (about 10 minutes). Add tuna, relery and green pepper. Continue cooking over hot water about 5 minutes longer.
