Show ( 'SOUTH PACIFIC' TOPS U OF U Thurs, June 23, 1953 Page 12 STATE BUDGET PROCEDURES ARE CRITICIZED State budget making procedures in Utah were sharply criticised in a report released this week by Utah Foundation. The private, nonprofit tax re search organization charged that Utah's budget document omits many Important aspects of a complete financial plan, and that these ommissions have reduced the effectiveness of the state budget as an instrument of sound fiscal planning. Specifically, the Foundation points out that Utah's budget has been essentially a plan of a general fund operations. Because of the growth of special funds and the interdependence of general fund and special fund operations, the Foundation claims that "a much more inclusive budget docn ment is needed today. in Another major weakness Utahs budget system, as stated in the Foundation report, is the complete absence of any long range planning for capital improvements. The present policy of piecemeal dollar planning for a multi-millio- n preprogram improvement capital vents the orderly and wise replacement or expansion of the States physical assets, the report continues. In other sections of the report, the Foundation mentions that the present organizational setup in Utah does not insure the harmony between the Governor and the budget office that is necessary in the budget. The report also suggests that the format of the budget document should be altered so as to place greater emphasis on revenue estimates and the relationship between revenue and expenditure levels than is now the case. Foundation analysts praised the adoption of budget hearings last year as a marked improvement in Utahs budget making procedures. The Foundation suggests that Utah Should give further study and attention to the performance budgeting concept both from the standpoint of anticipated advantages to the State and the problems that might be encountered. Miss Stephens Exchanges Vows In Manti Temple LAYTON One of the loveliest weddings of early summer was that of Miss Joyce Stephens, daughter of Mr. and Mrs. Thomas W. Stephens, and Glen L. On Saturday evening, a wedding reception in the Layton Fourth Ward honored the young couple. The charming bride wore a gown of white Chantilly lace over satin with a wide cumberband from which fell a tiered ballerina length skirt.
