Logan needs the railroad and its service, and in order to obtain it must either grant a franchise or install a road itself, of which there is no- probability. The County Commissioners are also confronted with a franchise question ;the use of certain portions of the county road jheing requested for a steam railway. In this esse the commissioners should require ample guarantees that the road would be built for the service of the people not merely aS an adjunct to the business' of any corporation, nor for the purpose of barring the way of t any road which plight desire and be prepared to enter the field for the nurpdse of giving the people suchj sem&e as they require, and whicli would tend to build up the country and facilitate inter-com- -' munication. Both city and county authorities should at all times beware of the promoter who rushes in breathless with a franchise proposition 'and says: '"Take it or -- leave ittfri minute This is y last chance." If it is a good thing a little investigation will but disclose Its good features to' better advantage. If it is not good, it would be but a poor excuse to plead: "we were hurried into it without time for investigation." Both councilmen and commissioners represent the people ; the grantors in case of a franchise, and it is' not only their right, but their duty to ascertain fully what advantages are to accrue to the party of the first part, and to be fully satisfied that they will compensate for the concessions J sought. The residents of the south end of the county need, and should have railway facilities, and all proper concessions calculated to benefit them should be made. But guarantees as to the nature of the -- service proposed to be given - should be required for the protection of all.
