ATTACK Liao Yang, Aug. 9 Gen. Kuropatkin is ready to defeat the Japanese plan for cutting off Liao Yang. The Japanese forces are concentrated in three groups the first at Simoucbeng, tlai Cheng and Newchwang; the second threatening Liao Diao Sian and Lino Yang, and the third threatening Kiksepati, Liao Yang and Mukden. Acoording to Chinese reports the Japanese are massing in the direction of Saimatiza, evidently flanking' Liao Yang and a strong column ia ascending the Liao Valley from Kewchwang, also for the pnrpose of flanking' Liao Yang. A; A reliable Chinese merchant declares this column includes ten tbonsapd Chinese, Japanese sob jects, from the island of Formosa, This most nn welcome develop ment may induce other Chinese to join the Japanese. Kurokiaarmy has fought since crossing theYalu. Many more Russians were engaged than in any former battle. , They occupied an equally strong posi tion, had much more artillery and were better acquainted with the country, having for some time occupied the' area over which the Jspsnfi maaerirered. Tb6 Japanese victory npon this occasion, if hot more Important than that on the Yaln, was won against greater odds and was consequently abetter test of the mettle' of their' troops and more creditable to their valor. The result was that the Japanese gained ten tnilea or more on their .advance toward Liao Yang. It ia impossible to estimate tbe Russian, casualties during the en gtgement, and reports of losses on the Japanese side were not rend eml this indruing.. -- a sonree Aug. hitherto reliable, at is now said there is good reason to believe that the Japanese are tenewing their at tack on the remaining outer positions at Port Arthur, The officers of the cruiser Fnerst Bismark, lying at the outer edge of this harbor, . express the opinion that the firing heard last night was an encounter between ' A thief at Saltair stole a golc detachments of the belligerent watch and chain and $75 in cash from H. Mahler 'Presents V Proposition To Business Men A meeting of tbe business men of the city was hurriedly called for yesterday afternoon to consider the matter of granting a franchise to Mr. B. Mahler of Cleveland Ohio, for building an electrie line through tbe city that shall be part of system extending from Logan to Payson. Despite the short notice given, there were a Urge number of the business fraternity present. Mayor Robinson explained that Mr.Mahler desired the franchise al once, and that a special meeting ol the conn oil had been called to consider the matter. He desieed the advice of the business men, and hence called them together. , . L'A V Capt. Wedgewood.'a Balt Lake lawyer made a. brief talk, and then introduced Mr. Mahler, who submitted and explained his proposi tion. He wants a 100 year franchise, and he had read the draft of one which he had prepared. It pro' vides that he must make prelimin ary surveys within a year, but gives him three years id which to com plete the road. He explained that that length , of time ie needed iu order to ob lain the necessary machinery. Mady Questions were asked by business men and answered by him, bnt the great trouble was that the matter was sprung so sadden ly that most of those present had no time to go over de tails in their own mind. Finally however M. J. Ballard moved that the sense of the meet ing be declared to be in favor of granting the franchise provided it ia found that it properly protects the city, aud tbe motion was unanimously passed. The council met last night to consider the question, bnt it is hardly probable that any definite action was taken as there was a general feeliug that if it is to take 3 years to build tbe road, there was no necessity for jamming a franchise though' in 3 hours. .
