Limited Liability is Concession The 35c contingent liability is a concession made by the United States to this project. In all other projects the subscribers are all jointly and severally bound to pay the entire obligation of the Association to the extent of their liability. The payments are to be made each year beginning, under the usual practice, about one year after the project has been completed and in operation. The Association will levy annual assessments on the stockholders to make its annual payment to the Government. These assessments will continue for forty years until the totM cost of the project has been repaid to the United States. Debt to U. S. Bears no Interest The obligation to the United States bears no interest. The payments the Association will be required to make and which it will pass on to its stockholders will be 2 Yic each year of the principal, and when these payments have been i .ade for forty years the entire debt will have been paid to the United States. Irrigation Companies Give Mortgage. Irrigation companies are required to give a mortgage on their canal systems and bn water riehts owned by the irrigation company to secure the performance of the subscription contract on their pail.
