There is just no way we can describe the feeling we have for the people in Grantsville, he added. But it has not been just Grantsville, solely that has come to the aid of the Johnson family. Families in Tooele and Wendover have also rushed to help the family. "Its just this whole valley that has been real super. There have been families that have sent them boxes of various necessities, there was an auction Tuesday held by the Grantsville 6th Ward that brought in $1,000. Even some primary kids in one of the local wards had a service project where all the kids brought little gifts to share with the family. But it hasnt just been the gifts . "What "Our biggest concern is that were so thankful and grateful to everybody that we just dont know what we could say to people to express the appreciation we feel for the people in Grantsville and all around the county that have helped us in one way or another, Dean Ive suggested to the county commission is to have the county landfill open for a few hours on Sunday, to have it advertised so that everyone knows it is open, said Mr. Buzianis. "Having the landfill open on Sundays will not stop those from dumping illegally on roadsides at night, he stressed, "but it will stop some and if a few use the landfill instead of our roadsides, isnt it worth it? said. "But thank you seems so trite compared to what people have done for us. What people have done for us cant be described. Theres got to be something better but I havent found out what it is, he concluded. (Continued from front page) The mayor said the city budget faces a 68 percent increase for tax collection service. However, because of returned interest on the collected taxes, how much of that DC increase is actual is unknown. "They say the difference between last years costs and this years will be made up by the returned interest, said Mayor Diehl. "But how much thatll be, I "One of the main problems with illegal dumping is that other people crease is more than 10 percent, then the county is in violation of dont know. "If I understand House Bill 160 correctly, Ive got to subtract the earned interest from the increase and that will give the actual net increase, the mayor added. "That increase should not be 10 percent more than what we paid last year. Mayor Diehl added that once the interest is subtracted from the overall increase, and if the net in House Bill 160. "If I could get a figure on how much interest the city will get back. Id have a better feeling about the commissions decision, said Mayor Diehl. "If our increase is within that 10 percent after the interest has been subtracted, then I have no problems. If not, then I think it is a bad decision. June 13, 1985 f llmll see it and think, hey look, I can dump there, said Mr. Buzianis. Mr. Buzianis added that the commission knows there is a need to have the landfill open on Sundays. Every Monday morning, crews there have to pick up garbage and trash dumped at the gate on Sunday. That situation has been going on for years. "Because I know that its nearly impossible to catch individuals who dump illegally, we need to make every opportunity available for them to dump at the. landfill, he said. "Having it open on Sundays, I think, will help. According to County Treasurer Grant Pendleton, the concern felt by the school district and Tooele City over their respective D in- creases is somewhat unwarranted. Treasurer Pendleton says the 60 to 70 percent increase figures mentioned by the school district and the city are not accurate because of the interest the county must pay back. "All theyre talking about is the overall increase, they dont bother to mention all the interest they will get back, said Treasurer Pendleton. "If you subtract their earned interest from the increase, the real increase for both the school district and the city is well under 10 percent. To prove that point, the treasurer said using last years tax income figures for the school district and Tooele City, and applied against House Bill 160, the net increase for both entities is under six percent. "Using last years daily interest rates, the citys actual increase would be 5.5 percent and the school districts one percent or less, said Treasurer Pendleton. "On the total tax monies collected for Tooele City Gust over $1 million) last year, the earned interest is around $17,500, he said. "Their overall increase is around $20,000. Subtract the interest, and youve got a net increase of about $2,500. As for the school district, Treasaid around $74,000 in earned interest from nearly $4.5 million tax income needs to be subtracted from the estimated $76,000 more the district must pay. He says, the actual increase surer Pendleton then is only about $2,000. Out of a large budget such as the school districts, $2,000 should not be hard to find without raising the mill levy. Any factors not taken into consideration with the calculations? "No, VHS STEREO VIDEO CASSETTE RECORDER . Stereo recordingplayback system with Dolby . 3 special effects at EP playback speed Saturday. Hatch, but poses no real threat to northern Utah. However, a strong southerly flow will bring hot desert air into the area on 1 dont think theres any, said Treasurer Pendleton. "But anyone could pick my calculations apart." "Last year's figures will apply closely to this year's, he added. "But of course, thats crystalballing it. The county treasurer said that all districts affected by House Bill 160 will be below the alloted 10 percent increase over previous year tax collection costs. "So whining isnt necessary, unless the taxing districts had big plans for using that returned interest elsewhere than to pay for the tax collection increase," said Treasurer Pendleton. "If that's the case, their feelings are understandable. "But what needs to be mentioned here is that the county the wheel with tax didnt collection costs," he added. "House Bill 160 was put on the counties' shoulders to be implemented." That fact, says County Commissioner Lee Bracken, is not being remembered by the taxing districts. He fears House Bill 160 has created a chasm between the county and taxing districts, especially the cities. "For so long, the. county has been absorbing all costs except for salaries on tax collections," said the commissioner. "Were now going to get paid more, but the districts are going to get the interest back. That's the tradeoff." "The taxing districts are not saying much about the interest theyll get back," he added. "But the returned Interest la a significant factor. That has to be mentioned too, or they're not saying how it really Is. Commissioner Bracken stressed that the commission stands behind its decision to bill the taxing districts and not raise the county mill levy. He said that decision was the most equitable for all. |
