Initially, the decision was made to conduct the rocket assessment instead of continuing the status quo of normal stockpile monitoring and surveillance procedures. Then, the proposed plan was selected over two other options: (a) transporting the rockets to one location for disassembly, sampling and analysis; and (b) draining the rocket warheads prior to disassembly. The proposed plan appears to be optimum based on comparisons of safety, effectiveness, process simplicity, environmental impact and cost. The Finding of No Significant Impact was established after consolidating site specific environmental assessments developed for each of the six sites. Because of safeguards built into the operation and contingency plans which have been developed for the extremely remote possibility of agent release and rocket detonation, no adverse environmental impact is associated with the M55 rocket assessment. Accordingly, an Environmental Impact Statement (EIS) is not required.
