Show Bradshaw Says Tooele Transcript, Thursday, October 28, 1982 3 Public Awareness Will Reduce Crime The most effective way to curb crime in Tooele County would be for the public to become actively involved in criminal awareness said Joe Bradshaw, candidate for Tooele County Sheriff. Along with specialized training and education for the department itself, citizens becoming aware and reporting any suspicious activities, vehicles or persons, etc. would be a great help in lowering the crime rate, he said. The candidate had praise for the professionalism that already exists in the sheriffs department and pledged to continue that professionalism by taking advantage of special schools and training for the entire department. I Ie would also organizae a crime prevention unit enlisting the help and active support of all law enforcement agencies and all residents of the county. To see that justice is served he also promised to work closely with the judicial system. Driving under the influence of alcohol is a major problem across the nation the candidate said and added that he would organize a special traffic division whose main purpose would be total traffic enforcement with special emphasis placed on the drinking driver, speeders and drivers passing school buses that are stopped with flashing lights. Deputy Bradshaw feels that the number of ' deputies should be increased as the populat ion of the comity increases. He said the money for the new men would come from the increase in tax revenues generated by population growth. Greater manpower means better service to county residents, he said. ' Homicide, burglary and crime prevention are some of the areas that he feels should be covered with advanced trainig and education. Money for some of this is already in the budget he said. 1 Ie added that economics is a major problem facing all of us today so that money allocated for specific areas must be put to use where it will be serving the greatest need. Deputy Bradshaw said that the search and rescue unit plays a vital role in the county today and added that he would like to see those memliers who are interested in law enforcement become Category II officers. He said this would mean utilizing their help in activities such as canyon patrols and radio communications. The candidate said that more manpower in these areas would act as a preventative measure to crime. These men and women in the search and rescue and in the fire departments of the county are volunters in the truest sense of the word, he said. Mr. Bradshaw said that if he is elected he does not plan any major departmental changes. The men in the department are doing a good job and consequently, the department should run smoothly and efficiently," he said. He does favor some organizational changes including testing for sergeants and establishing permanent rank within the department. He also favors offering promotions and advancements to deputies as they become eligible and establishing an organizational command for 1 letter efficiency and better control to combat crime in the county. Deputy Bradshaws experience in law enforcement goes back 12 yeras. During those yean he has been involved in specialized training courses. In addition he is a department training officer himself and has been a team leader and shift supervisor. The candidate feels he has excellent rapport and working relationship not only with the deputies in the sheriffs department but also with all other law enforcement agencies in the county. He said he also has a good relationship with the Tooele County Commission, Tooele County Search and Rescue and the countys fire department. Frank Scharmann, calls for better law enforcement through a combined effort of county law enforcement agencies. The veteran said he would like to see a working situation in which the agencies He is within a few hours of completing a bachelor degree in police science and a veteran of many training seminars and schools concentrating on criminal investigation. He feels that he is best qualified for the office of sheriff because of his experience, education, training and supervisory responsibility, handling all complaints, emergencies and related activities. He has been in charge of all criminal activity can cooperate in crime prevention, detection and solution. He added that he is in favor of developing coverage by the sheriffs offie so that residents can be assured of quick response and adequate coverage in the county areas. Another interest of the candidate is developing crime prevention programs for the neighborhood, and school programs to prevent incidents from occurring as well as education for the public in prevention and crime related 24-ho- ur 24-ho- sources, he said. In Lt. Scharmanns opinion crime can be reduced in Tooele County by continuous and patrols, additional training and crime prevention programs along with more citizen awareness in crime prevention aggressive programs. , Deputies in Tooele County do need more training according to Lt. Scharmann, but he pointed out that there are numerous qualified instructors in police techniques and training areas in the county and throughout the state. Also he said there are many schools, seminars and training situations conducted at little cost. Training that requires more financial commitment would have to be considered on an individual basis as they arise, he said. The candidate said that search and rescue enforcement agency in patrol and investigation being involved in administrative decisions including budgeting and manpower. I was raised and graduated from Tooele area schools, and I know the people of the area and their needs concerning law enforcement, he said. He pointed out that nearly all fatal accidents in the county are alcohol related. More emphasis on enforcement and detection and apprehension of intoxicated drivers can be accomplished through increased patrol of county roads with additional training for deputies in the identification of the drunk driver along with programs designed to discourage the drunk driver from using our roads. The candidate favors hiring more deputies. He said that the county cannot supply protection with the current manpower situation. To fund expaasion services will necessitate examining budget options to identify investigation within Tooele City. That is until Walt Shubert resigned unexpectedly in April. When Sheriff Shubert stepped down to accept a job with Getty Mining, the race for Tooele County was thrown wide open in just a matter of days. At the time of his resignation, which was one just one day before party election filings closed, only Deputies Wayne Jones and Joe Bradshaw had filed, both as Republicaus. After his resignation was made known, Marion Carter threw his hat into the election circle as the lone Democrat. However, Independents are able to file later under state law and within a few weeks both Harry Shinton and Frank Scharmann entered the sheriff race. Independent would function the same way as in previous years with more emphasis on training This county has had many highly dedicated vohmteers who have done a tremendous job, he said. It is my intention to maintain a highly skilled search and rescue unit. As far as organization changes are Lt. Scharmann believes that it is portant that a chain of command be with rank positions. He pointed out that, in the past, the residents of outlying areas have not had protection. In addiiton, there has been no one responsible in a supervisory position for making decisions in the alienee of the sheriff because of the lack of a structured rank system.
