Show Congress Passes Military Housing Lost, Lonely Youths 'Incorrectly Described Some citizens in Salt Lake city and Ogden have recently expressed concern over what they regard as the formation of "Chicano gangs." But Dr. Clark Knowlton, University of Utah sociology professor, says the term "gang" has leen loosely and unjustly applied to groups of juveniles in Utah cities. Utah, he stresses, has never had gangs in the hig city sense of the word. Knowlton, who specializes in minority groups and the sociology of poverty, worked with Chicano street police or other grotips come down hard on young Mexican-America- n teen- agers, they'll turn these groupings of young people into the very gangs they dont want."
