Had I lieen mayor during the recent (VmmdlaaUmttcBS land trade transaction conducted by Tooele City, I feel my real estate experience would have lieen invaluable to ensure that the city receive a fair contract. I have worked in the Tooele business Wnn MmwdDir the past four years, which lias given me the opportunity to see its shopping and other commercial Itusiness needs. Prior to this in working for Tooele City for six years. I learned the operation of city government first hand. I oliserved problem areas, and, in discussing them with other city employees learned wavs that these problems could community for Tom Atkin versify of Utah, and my current position in the city, I believe I seek this office fully qualified. I feel it is mandatory that the mayor The sWfm of government we enjoy to serve the common needs of all the people of the community. Fire, water, police, public safety, parks, roads, etc., are legitimate areas for government exists be above reproach and have a deep moral conviction to uphold the Constitution of the United States at all times. He must lie honest in all his dealings, with a sense of fairness and compassion. In all areas of my life I have attempted to involvement. Of the various levels of government federal, state, and city the city is the level closest to the people. During the - past two years I have had the privilege to serve at this level as a mernlier of the Tooele City Council. My decision to run for mayor is occasioned by my belief that those serving in positions of public trust should always lie responsive to the needs of all citizens. The mayor of Tooele City is no less than the president of a six to eight million dollar coqxiration. As such I feel there are some critical qualifications that the top executive of this city must have: a liackground in financial management, develop these qualities. As mayor I would work to accomplish the following: 1) find additional remuch of the current difvenue sources ficulty of the city in providing services for the citizens stems from the lack of funds; 2) reduce current city expenditures use economy measures relative to human engineering and industrial engineering in providing necessary services; 3) work closely with concerned citizens obtain to solve daily city problems public input for needed analysis and decisions through the use of ad hoc committees; 4) improve public relations keep citizens informed on critical issues through news releases, public meetings and informal contact. Tooele is my home. I live here. I was raised here. I graduated from high school here. I am raising my children here. I care alxmt Tooele and her people. personnel manage- on-lin- city problems. By virtue of my experience in business, my formal education with a degree in business management, from the Uni- - William T. Gochis I believe one of the main issues confronting Tooele City is the continuing increase in expenditures. If elected mayor, I plan to keep expenditures at a minimum without curtailing the quantity and quality of services available to citizens. I will do this by consolidating as many city departments as feasible; eliminating unreasonable administrative salaries; and cooperating with county government to avoid duplication of services by city and county departments. I will earnestly make efforts to see that our police department receives the proper backing so that they may enforce all of our ordinances and law's. The curfew regarding juveniles will be enforced; animals will be licensed and not allowed to roam in the streets without being under control of their owners. Inflation has greatly damaged our senior citizens, as they are on a fixed income and are unable to supplement that income. I would appoint a board to evaluate their situations, and fairly adjust charges for city services where necessary. I would establish a warm and truly effective working relationship with the city council and all city agencies, and Randy Ilammond In being a life long resident of Tooele, I have continued my education in the field of management and political science. In addition, I have attended other schools (Management- - Organizational Methods, Insurance, Taxes, Personal leadership, and Real Estate) which community, everything possible should lie done to aid in the upgrading of present businesses to entice local spending; Citys needs through the Tooele mid-1986- Money was spent for a master improvement survey when we have a planning commission, city planner, and city engineer; and most iiiqiortant is having responsible leadership in city hall. We are all aware of the hundreds of thousands of dollars in building inspections, sewer and water hookups which were uncollectable. While a city employee was held responsible, the ultimate responsibility has to rest with the top administrator. It is the mayors responsibility to periodically review the operation of every department to ensure they are doing their job. We have seen roads resurfaced only to have them dug up a year later. This could have been prevented with the coordination of utility companies. While these are my concerns on just a few of the major issues facing Tooele today, space does not permit covering them all. These are of paramount importance since without the financing, no other programs are possible. While I feel that more business is needed, and could lie supported by the quality control in spending tax monies. Each dollar spent should go to provide quality service to the taxpayer. We have all heard that tax dollars are spent for one survey or another, included were monies spent for water surveys when earlier surveys exited that would carry with the various Tooele County departments. I pledge to be available to all citizens of Tooele at all times, and to make decisions based upon the general good of the entire community. I will deal fairly with all, regardless of political, religious, or special interest orientation. Because of my previous experience, I believe I am qualified to be your mayor. Probert The political process of selecting a new mayor has started and voters of Tooele have a grave responsibility of selecting an honest, mature individual to become the new leader at city hall. This person (according to voters have interviewed) should possess proven leadership ability. He (candidates are male) should be creative, dedicated, progressive and compassionate. He should be trained, experienced and groomed for community service. He should have a sense of accomplishment in thing; past and in things yet to come, and should have a sense of fair play which will stand without question. He should be able to provide a proper support system for his whether it be training, delegating, salary adjustments, adequate equipment, reassurance, sharing responsibility or a pat on the back. So many people have encouraged me to become a candidate that in addition to my formal education I have examined my qualifications to determine if I meet the criteria which seems fairly well established in the minds of most voters. In reviewing my qualifications 1 have had. training and actual experience in management, budget control, purchasing, personnel training, industrial development, attracting new business, public relations, promotion of all types, managing a shopping center, contracts, community development, compassionate service, national legislation and law en v the Tooele City Charter Commission, and elected to two separate terms as a Tooele City councilman. I served as the first governor of the Loyal Order of Moose, first chairman of the Tooele County Crisis Center, first president of the Tooele Law Enforcement Agency Olympic Federation. I operated a successful business in Tooele City for over 26 years. I am rently employed as a correctional officer, Tooele County Sheriff s Office, and bailiff in the 6th Circuit Court, State of forcement. This came over a 25 year period while I served as general manager of the same coqxiration. I was a branch chief at TAD for four years and a chainlier of commerce manager for seven years. I served on a stake, high council 12 years. Thus, after careful consideration of my qualifications and the job to lie done, I earnestly seek the honor and challenge of serving as your mayor. Our problems are numerous and complex. But, 1 am not convinced they need to lie discussed here, for the prevailing factor is still effective leadership. To this end I would dedicate myself on a full time basis. An improved tax base, revised and strengthened charter, better employee relations and productivity, adequate construction financing, broader community input, community pride, downtown development, total understanding of issues and consequences before action is taken, recreation for our youth, and weekly staff meetings, senior citizen consideration, all of the typical services including clear cut water policies, financial accountability and a reasonable return for your tax dollar are part of effective leadership. The new mayor must acknowledge the frame work of the city charter. Even though he has veto powers, members of the city council are responsible for legislative matters. One of my first moves would be to ask the city council Oren K. Probert to settle, once and for always, questions of the past that incite major disputes. If elected, I will be very visible seeking your advice aliout programs designed to make Tooele a better place in which to live. Leadership will be so concentrated that even critics will catch the spirit of my campaign slogan, Lets Work Together. Utah, in Tooele City. I am a member in good standing in the Fraternal Order of Eagles, Elks, Moose Lodge, Masons, 32nd Degree Scottish Rites, Tooele Senior Citizens, Tooele Old Timers Association, and an honorary fireman in the Tooele Fire William T. After retiring from federal service in 1980 attending a local mass meeting resulted in being elected District Chairman. This led to involvement in local political campaigns and activities. I have also worked with a citizens group pe- titioning the city council to place the Tooele CityEMKO Corporation land trade issue on the ballot. Volunteering to leave a comfortable retirement after less than two years and becoming subject to the pressures of the Mayors job is a difficult decision to explain. Perhaps, because of involvement in the last election campaign, I feel morally obligated to support the administration in implementing programs calling My love affair with Tooele started during the 1930s when I was a youth. Uncle LeRoy Webb, who lived in this area before moving back to my home town of Hinckley, Utah, was very favorably impressed with Tooele City. In 1943 a good friend heard that Tooele Ordnance Depot was hiring and we both jumped at the chance to come. Eventually both of us married local girls for fiscal responsibility. For the benefit of voters who do not know me I will outline some of my work history to demonstrate that I possess the background, qualifications and determination to do the job. It was my good furtune to be able to perform successfully in two separate occupations during my civil service career. career in This includes an housing management at Dugway Proving Ground and Fairbanks, Alaska, and career in personnel ada ministration at Dugway, Tooele Army 11-ye- ar ar Paul K. Bevan Depot, Okinawa and Salt Lake City. My last three and a half years immediately preceding retirement involved leading a team of personnel specialists providing position management and clase sification services to 9,000 Army National Guard personnel in nineteen western states. It also involved and made Tooele our permanent home. My concern about public affairs has existed much of my adult life but, because of my federal civil service employment, active participation has until recently been limited to serving on the natio- n-wide coordination of these services of the for approximately Guards organizations. Under the charter the mayor must see that laws and ordinances passed by the legislators are faithfully carried out. As mayor I would feel most comfortable implementing legislative actions passed by a conservative city council. I hope the voters will provide at least one more person of that persuasion. If elected I will administer city affairs and effectively, allowing no special privileges. I am counting on your vote to give me that opportunity. Oops! Because of a Tooele City mistake, the name of Dorothy Conner includes the middle initial O. Mrs. Conners middle initial is D. The ballot should read Dorothy D. Conner. According to City Recorder Marilyn Gillette, Mrs. Conner told the city she would not ask the city to reprint the thousands of ballots.
