The present system places authority for interpreting policy or rules, enforcing those rules, and providing services all in one department. Conflict occurs when the needs of the central computer facility are favored over the needs of state agencies and there is no third party to solve complaints, said Reorganization Subcommittee Chairman, Robert G.
