And, an English patent which descirlied 'a machine for transcribing and printing letters was originally issued in 1714, but not until Remington acquired the patent rights 150 years later did the tyjiewriter liecome a commercial In a Imminent lalmiatory somewhere in I'tah, an inventor may lie walking on an idea as potentially important as the vaemnn tulie, the jet engine, FM radio, penicillin, or the liallpoint pen. s All of these of all significant commercial inventions-hae- , in fact, lieen develojM-- by individuals and small businesses often wmking with limited finances and make-shiequipment, two-third- d reality." UNDER THE ISD approach, the catalyst for the tranfer of knowledge is an industrial agent. BIT BEFORE the inventor s idea could ever leave the stage, he would have to contend with such serious problems as obtaining financing, setting up a production company, and fonnulating a marketing plan. A service organization at the University of Utah has helped many individuals and small companies overcome these obstacles during the last decade. Known as the Industrial Services Division (ISD), its efforts are funded by the Economic Development Administration of the U.S. Department of Commerce, the U of U, and the Utah State legislature. Its our purpose to foster the expansion of existing business and to assist in the formation of new business in the state, explains Division Director Gene Hansen. draw-ing-lxw- non-prof- manufacturing hiring system, competent managerial personnel, and stahilitiing or reducing overall costs. Three agents are now being assigned to various areas of the state. We feel this direct contact is essential if we expect to make positive contributions to the process of innovation within the business community, adds Hansen. During the past three years, ISD has lieen directly involved in creating or stabilizing more than 2,0(X) jo! is in Utah, as well as making positive contributions in other primary economic areas, such as THE PRINCIPAL emphases of the ISD program, Hansen says, are to make the resources of the U of U and other cooperating institutions of higher learning more accessible to the Utah' business community, as well as to provide competent management and tech- improving productivity and increasing personal incoem levels, he adds. State Income Tax Returns May Be More Complicated Next Year Utahns will have to struggle with gi fatly complicated state income tax returns next year. This point ssas In ought out in a study by I'tah foundation, the private tax research organization. Complications in next year's state income tax returns will arise from the fact that the 1973 Iagis-la- t me tied the definition of taxable income to the Federal Internal Revenue Code in effect on 1974. Change's made in the Federal (axle by the U.S. Congress this year, therefore, will necessitate a series oi adjustments in 1973 state income tax ictums to lie filed hv l'tahns in April, pieiaied 1970. FURTHER complicating the pictme in I'tah, accoiding to the Foundation, is the fact that some of the changes made in the Federal Tax Reduction Act of 1973 are only temporary. As a result, new adjustments" may have to lie made the following year when I'tah file their 1978 state income tax returns. the I'tah electorate amendment to the an appiosed State Constitution designed to simplify the state income tax return by facilitating the cooidi-natio- n of the state income tax u it h the Federal tax. The 1973 Itah legislature enacted a new state In 1970 income tax law which incoipnated most of the Federal feat tries into the I'tah Code. The action taken bv the 1973 Itah legislature to tie the defini- tion of taxable income to a specific date was designed to make state nical assistance. Accelerating the "knowledge transfer lietween higher education and business, Hansen lielieves the time lag lietween the discovery of new knowledge and its practical application can lie reduced. $344:10 Utah Tech Project Houses Open To Public Utah Foundation Reports: income tax less vulneiable to changes made in the law by the I'.S. Congiess. This move, how. ever, reduced the simplification in the I'tah law, which was one of tl e major reasons why the change was made in the L'tah law to begin with. SOME STATES have met the piohlein of changes in the Federal tax law by making the State tax of the Federal tax a with the state rate adjust-eliability as needed to meet stale revenue requiiements. In Nebraska, for the tax late is set each year as a flat percentage of the Fedeial tax liability bv the State Boaid of Equalization and Assessment. In the case of some d take-hom- high-incom- e e taxpayers, the in State withholding more than offsets the reduction in Federal withholding. As an illnstiation, the I'tah Foundation study notes that a man with a wife and two childien earning $15,000 a year ($1,230 per month) will receive a $21.41 per month leduction in the amount of Federal taxes withheld from his paycheck. This will le partially by an increase of $5.36 per mouth in State withholding. The oceiall result will Ire a $16.04 per e month gain in pay. On the other hand, the net will Ire reduced slightly for an p.is individual earning $.36,(XX)or more pci sear. THE REDlCTlON in Fedeial withholding went into effect on May 1 to reflect Federal tax cuts enacted by Congiess eailier this seat. Tire reductions stem from the following: 1. An increase in the loss- income allowance bom $1,3(X) to $ .600 for a single person and SI.XIO for a married couple filing utfv-- t take-hom- take-hom- e which phases out completely when income reached $S,0(X). ON THE OTHER HAND, the state withholding rate was raised fioin 16 to 22 of Federal taxes withheld lecauxe of the following: 1. State income tax rates were raised by the 1975 Utah Legisla- ture.
