However, the paramount issue which confronts any Legislature is the dev eloping of a balanced budget which provides the States citizens with the services which they have come to believe are necessary. THE 1975 Legislature, in order to provide a balanced budget must make some major changes in the States income tax law. Either it must adjust the rates of the present law higher to correct a miscalculation of expected revenue or it must readopt the law which was in operation prior to 1973. As to whether the individual taxpayer gains or loses by readopting the old law depends on the individual. In reverting to the old law large families and families declaring capital gains may not be as well off while small families with husband ami wife working may be better off. Though I personnaly would be better off through adjusting the present law, I believe the old law would serve us better, and for tins reason: By tying ourselves to the federal law we have automatically tied in to all of the weaknesses ami loopholes of the federal law and jeopaidize the integrity of each succeeding budget whenever the federal law is changed (for instance: the President and Congress are speaking seriously of making significant changes in the federal 1 law as soon as possible). Governor Calvin L. Rampton spoke in favor of the old Utah Income Tax Law in his budget messqge to the Legislature and I support his position. A number of Women's groups this year have made as their top priority the passage of the Equal Rights Amendment (ERA). I am personally disappointed that the efforts of so many of our States outstanding women may be largely wasted on this years Legislature. As of this moment, I find little support in the Utah Senate for the measure. This is not to say that I do not support it. I believe, as do most of the elected officials in the United States as well as the last four U.S. Presidents in the United States that the measure is overdue. It says nothing more than does our State Consitution, adopted in 1896 that the rights of any American citizen shall be abridged (restricted, denied, or altered) because that citizen is either male or female. TO MAKE OUT of the Equal Rights Amendment all of the hobgoblins of men and women using the same public toilets and serving on the front lines together during wartime is to believe that the Constitution would not protect the individuals right to privacy and recognition of individual differences. (The ERA will not guarantee women half of the starting positions on the Army football team.) I appreciate the calls I receive regarding pending legislation and I urge the constituents of Senate Dist. 13 to continue to communicate with me. From Portland.
