If you dont cut back to new growth, a stub may be present above the new growth and that will mean another pruning job later on. Because the rose bushes have been severely damaged this year, you should leave as much leaf surface on the bush when you start cutting flowers this summer. In fact, it would be better not to cut any flowers off if the bush shows signs of weakness this summer. A liberal amount of compost, well rotted barnyard manure, or commercial fertilizer, applied within the next month will also help to recover the weakened rose bushes.
