His progress has been based on the skill with which he performs his work, he stated. He wants a position that keeps him physically active. When he has to remain at a desk, he has difficulty moving his limbs. Mr. Nelson is an inspiration to all the employees at Tooele Army Depot. His handicap has not been a deterrent to leading a full and independent life. COL. MONTGOMERY stated, Civil Service has hired some 200,000 handicapped workers in the past 20 years. Government is the nations largest employer. We employ more civilians than the nations ten largest corporations combined.
