Bids will be publicly opened in the board's office at Tooele, Utah, at 7 p.m. Tuesday, March 3, 1959. A bid bond or certified check of not less than five per cent of the amount of the bid drawn payable to the order of the Board of Education of the Tooele county school district shall accompany the bid. Such check is given as a guarantee that the bidder will enter into the contract, if awarded to him. The check of the accepted bidder shall be forfeited in case he fails or refuses to enter into the contract or to put up the bond re- . quired. The work called for is under one general contract, including general contract, plumbing, heating and ventilating contract, and electrical contract. Utah law provides that any deficit in the Uniform School Fund is met from a state - wide property tax. If no new revenue or transfers are made to the Uniform School Fund, the required state - wide property tax during each of the next two years would be 6.7 mills under the present program, 11.2 nulls under the $5,300, and 15 7 nulls ($15.70 per $1,000 assessed valuation) under the program. The State property tax levied for school purposes amounted to only 1 0 null during 1957 and 1958, although it has been as high as 8 5 mills in 1947 and 8 9 nulls in 1948. In his budget message to the Utah Legislature, the Governor recommended that $8.5 million be transferred from the General Fund to reduce the state property tax levy otherwise needed to balance Uniform School Fund operations.
