Juab School District Board of Education and the Juab High School stafThave been discussing a high school diploma which would be endorsed on the back as all competencies passed and would require students to meet certain minimal standards. This item is for discussion only, said Superintendent Kirk Wright, superintendent of Juab School District. "The intent is to firm up some requirements in order to try to keep people on track for graduation so that they do not procrastinate and thpn try to make up all of the deficiencies the senior year. To prevent the crash-cours- e some seniors try to complete, mandatory summer school, at the students expense, would be required. The summer school staff would be paid with, in part, the money generated from students who would need to pay summer school tuition. The exception to this tuition would be those who are said Wright. on The district, of course, would have some funding investment in the program because tuition fees would not entirely compensate the staff hired for the program. The policy needs to have more discussion and input before a final version is ready for adoption. Setting graduation requirements is the prerogative of the school board, said Wright. Of course, certain requirements for graduation from any high school in the state are set by the state. One change being suggested is that the number of credits a student can earn from night school and correspondence courses has been altered, said Wright. A maximum of four credits will be allowed through a combination of night school and correspondence courses. Students with less than 20 units of credit in the regular school but with 24 or more regular units will receive a certificate of completion rather than a diploma." "Students who are not on schedule for graduation will be referred to summer school make-u-p programs, said Wright Summer school classes will be and cover the math, English, science and social studies academic disciplines. Summer school, unlike night school and correspondence courses, will count as "regular school and will be part of the 24 regular units required to contribute toward graduation. The skills taught in these summer classes will reflect the College Boards What Students Should Know and Be truth-in-taxati- fee-wavi- skill-orient- ed The decision to not raise the property tax rate above the certified rate was unanimously adopted. At our school board meeting held in July, said Darin Clark, district clerk treasurer, board members thought they would need to impose a judgment levy in order to recoup some of the lost revenue from the airline decision. The Utah State Supreme Court handed down a decision that changed the way airlines are taxed in Utah. The result of the decision is that the taxes are paid in Salt Lake City and are no longer paid to counties the airlines fly over. We suffered a significant loss in the amount of tax collections as a result, said Clark. Following the meeting, said Clark, it was discovered that some of the tax information relied on in making the decision was in error. A hearing would not be reto quired impose a judgment levy. We contacted board members by phone and the decision to not raise the property tax rate above the certified rate was unanimously made, said Clark.
