Additional Options For Muzzle-loadElk Hunters Classifying the ML300 hunters choice muzzleloader elk hunt as a general season hunt, and allowing muzzleloader elk hunters to purchase a spike only unit elk permit, are two opportunities awaiting Utahs muzzleloader elk hunters in 1999. Hunters must still draw a permit to participate in Utahs ML300 elk hunt but because the hunt is no longer classified as a limited entry hunt, those applying for the ML300 hunt may also apply for a limited entry elk unit permit. Muzzleloader elk hunters also will have an additional hunting option in 1999, after the board approved a Division recommendation allowing them to purchase a general spike only unit permit. This will allow hunters who dont put in for an ML300 permit, or those who do but dont draw one, a chance for a muzzle-loadelk hunting opportunity, Welch said. Bonus Points May Be Obtained By Those Who Cant Participate In Hunt To allow hunters to maintain their earned bonus points, the board approved a recommendation from the sportsmans group Sportsmen For Fish and Wildlife, to allow hunters to apply and earn a bonus point, even if they cant participate in the hunt that year. Earning and maintaining bonus points has increased in importance since 1997, when the board approved a recommendation that 50 percent of permits for limited entry and hunts be set aside for those with the most bonus points. Hunters who cannot hunt in a particular year and dont apply fall behind the maximum number of bonus points. Allowing hunters to apply in a year when they cant hunt allows them to maintain their bonus point standing. The Division will most likely create hunt numbers for this purpose and hunters who would like to earn a bonus point but not hunt may apply, using those numbers, Clark said. Landowners In All Regions er er May Now Qualify For General Deer Permits To encourage landowners to continue managing critical winter ranges for big game animals, landowners in all of the Divisions five regions, who meet certain requirements, may obtain their 1999 general deer permit the Utah Farmland Assessment Act (Greenbelt). Landowners may receive one permit for each 640 acres of they own that is determined by the Division to provide valuable deer habitat.
