Frandson said a good master plan needs to define alternatives such as: Goals and objectives; Priorities; and Alternatives which include sources of water, storage facilities, delivery methods, conservation, secondary ir- rigation system, waste water treatment, and reuse. Frandsons firm would then evaluate the alternatives such as projects and site specifics. These would include physical feasibility, economic feasibility, financial feasibility, environmental concerns, and funding. A comparison of alternatives would determine if they were effective, complete, acceptable, and efficient. After a recommended plan is selected the company would rank alternatives by: Ability to meet need; Economic Feasibility; and Financial feasibility. The company would then determine acceptability and go on to decision making. Once an implementation plan is developed there would be a need to schedule the timing of need and the constructability. There would also need to be a funding plan, with approval required and approval of the process. Frandson said his firm would like to work with Mona to provide the services he outlined. Council member Kay pointed out that Frandsons firm is also working with the Mona Irrigation Company to develop their secondary irrigation system and he thought hiring this firm would eliminate duplicated effort. In further discussion concerning the Irrigation Companys secondary irrigation system, Kay expressed the opinion that Mona Town was going to have to cooperate with the Mona Irrigation Company to make this secondary irrigation system go. He expressed the opinion that Mona Town was possibly going to have to raise their culinary water rates so as to make participation in the secondary system more attractive to residents. A Sheriffs activity report brought to Mona by Deputy Walker, listed a total of 113 hours. A total of 97 of those hours was spent in patrol of the Mona area. The remaining 16 hours were spent on 3 hours following school buses, and the rest on routine business such as: An animal problem; a stolen bicycle; a theft; civil process; motorist assist; stolen vehicle; and a vehicle accident. Mayor Young received a land deed donated to the town by Marilyn Keyte which conveys a 66 foot wide strip consisting of .676 acres of land which will provide a roadway to connect 200 West 300 South to 200 West 400 South. Greg Newton, Planning and Zoning Chair reported that the town has now saved $1,075 by fairing care of the Blue Stake requests. Newton said it has become a real concern as to where utility linaB are to be placed. With the new construction in town the are becomsideline ing increasingly crowded. This could become a real problem if and when a secondary irrigation system is to be put in," said Newton. Newton reported that only two of the remaining building permits that are out have not yet been started. June 29th is the last day these permits can be used before they expire. He stated he is still getting four to five phone calls a week by persons asking about the availability of building permits. Newton urged the Council to finish getting their appointments made to round out the P & Z Committee. In other business: Betty Hooley, Animal Control Officer, reported she picked up 9 dogs and 12 cats. She had many complaints, including a report that two dogs had gotten into a flock of sheep. She also had a report that two pigs were running loose which had destroyed the flower garden at the Masters home. If sighted, the owner, Joan Benson, or the Animal Control Officer should be contacted. Ardath Newton, Parks Superintendent, reported that she had hired Todd Hathaway to spray the park for weeds at a cost of $85 per acre. She also received Council permission to trim park trees up to a height which allows them to be mowed under and to make water sprinkling easier. right-of-wa- ys Council member Curtis Squire reported that the Centennial Wagon Train is scheduled to stop in Mona for a lunch break on June 14. Squire asked for suggestions for some token that might be given the wagon train members as a memento of Mona. One suggestion was that post cards with a view of Mt. Nebo might be appropriate. In discussing the upcoming Pioneer Day celebration on July 24th, Mayor Young suggested with a suggested that motto of Mona Pioneer Centennial Celebration 1996 be made available for sale.
