The officer reported that he was fearful the horse would run him down," said Bowles. At that point, the officer drew his revolver. The witnesses concur with the officer, said Bowles, that after the individual dismounted the officer replaced the firearm. The officer then put the individual under arrest, said Bowles. It was an unfortunate circumstance, said Bowles. There are regulations dealing with how and when a firearm can be used by a law enforcement officer. If the officer feared for his life, then he was within boundaries of the policy. If there had been no foul and abusive language, the officer would not have began to be concerned about his own safety when the horse came at him with the rider on his back who had used the language. It could have been worked out, said Bowles. In the dark, the officer reported he was not aware of who he was dealing with but that there was a large group.
