This was equal to about 69 percent of the total personal income in the state for the year. In 1978, sales volume in Utah was equal to about 80 percent of personal income. In other words, Utahns currently are spending a much smaller proportion of their personal income on taxable items than they did in the late 1970s. Gross sales volumes in Juab County were $38.1 million in 1985, $28.2 million in 1980, $14 million in 1975, and $8.8 million in 1970. In the state as a whole, business activity declined for the second consecutive year. Gross sales volume dropped by 1.5 percent last year. When an adjustment is made for the 1.9 percent decline in the purchasing power of the dollar, the total reduction in the effective sales volume amounted to 3.4 percent in 1986. The continued slowdown in business activity has contributed to the financial problems faced by state and local governments in Utah. The sales tax is the most important revenue source for the state as well as for many Utah cities. Because sales and use tax collections have been well below earlier budget forecasts, the state had to cut back on 1986-8expenditure authorizations on three different occasions during the year in order to keep the budget in balance. The 1987 Utah Legislature also enacted the largest tax increase in the states history. Foundation analysts point out that the adjusted sales volume was at about the same level as it was in 1978. In effect, there has been virtually no growth in Utah business activity over the past eight years. By contrast, business activity (as measured by adjusted sales volume) increased 78 percent (or an average of 7.5 percent per year) in the period between 1970 and 1978. County agents also are helping to locate more growers and to work with them to identify successful management practices. Researchers are working to develop an economic analysis of the feasibility of growing Christmas trees. As recently as 1984, growing Christmas trees in Minnesota was shown to provide a return of $300 an acre each year, after taxes, Baker says. We expect that growing trees in Utah would take longer, and perhaps reduce this figure somewhat, but substantial returns still would be possible.
