Show Utah's taxing capais below average city Utahs potential taxing capacity is 14 percent below the U.S. average and 23 percent under the average of the eight Mountain States, says the Utah Foundation. A . The states relatively low taxing capacity places it at a considerable disadvantage in attempting to finance governmental services for its citizenry, says the foundation. The group also observed that the problepi is compounded by the fact that Utah has a higher proportion of its population enrolled in public schools than any other state in the nation. Thus, the demand for governmental services in Utah is very high, while its taxing capacity is very low. Because of this problem, Utah levies all of the major taxes imposed in any of the. states with the exception of gambling taxes.
