Show w Unitary tax hurts Utah economic development, group says Despite special tax incentives and increased efforts to encourage economic development in the state, Utah continues to be dogged by the unitary tax problem, says the Utah Foundation in its latest study of economic development efforts in Utah. Utah is one of seven states, that continue to apply the state corporate income tax to a percentage of a companys world wide earnings. This application of the tax, commonly referred to as a worldwide unitary tax, is bitterly resisted by most multinational companies and foreign governments. The negative perception of the tax often is more important than the economic effect of the tax on corporate profits, says the foundation. . In addition, the foundation study also noted that Great Britain has moved to take retaliatory against Utah and the other states that continue to impose the unitary tax. A 1985 tax commission regulation to define unitary income did little to placate the resistance and opposition to the tax. Most tax authorities agree that application of the unitary tax on worldwide corporate earnings is not a major revenue producer for the state. In February, the legislative fiscal analyst estimated that repeal of the unitary tax could reduce corporate income tax revenue by as much as $12 million per year. The unitary tax has become such an emotionally charged issue, however, that financial advanany short-terderived from the tax probtage is more than offset by the ably economic loss of growth, the foundation says. Foundation analysts observe that a recent national survey reported that Utah has the fifth best business climate among the 48 continguous states for manufacturing concerns. This rating, however, did not the negative psychology generated by Utahs unitary tax. The need for inceased economic development efforts was emphasized in a report prepared earlier this year which pro- jected that Utahs population would climb by 61 percent over the next 25 years. According to Governor Bangerter, We cannot allow Utahs youth to become our major export. Economic development is not merely a goal or ambition, it is a LEVAN WEATHER economy.
