Section 1. OFFICE CREATED: There is here created in and for the City the Office af City Administrator. 2. The City AdAPPOINTMENT: ministrator shall be appointed by the City Council. The mayor may make recommendations to the Council concerning the selection and appointment. The City Council shall cause the City Administrator, upon removal by the City, to be paid any unpaid balance of his or her salary and accrued vacation due to the date of his or her removal, together with his or her salary at the same rate for the next three months following the date of his or her removal; provided, however, that in the event the City Administerator is terminated because of his or her conviction of any illegal act, the City has no obligation to pay the three months severance pay stated above. 6. POWERS AND DUTIES: The City Administrator shall have and exercise such powers and perform such duties as specified by this section, or in such other ordinances as specified by the governing body of the City. Specifically, the powers of the Administrator shall be: A. To attend all meetings of the Council with the right to take part in the discussion but not to vote. B. To recommend and administer standards, rules, and procedures for the personnel system of the city, including the documentation of performance in the form of performance appraisals, commendations, and reprimands. C. To act as purchasing agent for the City according to the provisions of the City's purchasing ordinance. D.
