In response to concerns brought up at the meeting, Greenhalgh indicated that animals would be allowed if used for purposes within city zones. Landowners would be required, however, to get a different zone classifica- tion for the area, from R1 dwell- (residential single family or R2-zone, ing) to a Rl-which would permit the livestock. Devon Winn commented on the change, saying that he had been up in the northeast part of town for many years, and was concerned about the elimination of the agricultural zone. When I came in there, it was up in the hills. There wasnt anybody up there. I didnt ask the school to come in there, and Nephi Enterprises to come up there and buy some land, he said. Greenhalgh noted the general track of the zone change, which is not to amend current zones, A A some areas, he said. If this ordinance were adopted as on the map, it wouldnt really change things as they are today, with a few exceptions. Other than that, weve just taken the new zones and applied them to the existing zones. Those few exceptions Greenhalgh refered to are the change of the Nebo Heights subdivision to a R1 zone, the change of the south freeway interchange area to commercial, and the elimination of the agricultural areas. Greenhalgh stressed that landowners in compliance with the current zoning ordinance need not worry about how it af fects them unless they are making major changes in the way their land is used. Current compliance is covered as a condition, and therefore legal under the pre-existin- new g ordinance, he said. However, those landowners currently in violation of the ordinance are subject to the terms of the new ordinance. The ordinance also sets limits for lot size. The current map does not allow for a proposed freeway in- terchange on First North, which is awaiting final approval from the federal government before being okayed for the Nephi freeway bypass. The public is invited to Marauding dogs kill four deer in Nephi, DWR says Maurading dogs have killed at least four deer in Nephi dur- ing the last week, and the Nephi City Police and the Utah Department of Wildlife Resources are asking residents to keep their dogs under control to prevent more deer killings. All of the deer killed were fawns. One was killed Thursday, and the others were killed Sunday night. Swenson says he has also had reports of deer killings in Mona and Levan. The fawns are easy prey for the dogs, says Dave Swenson, The local wildlife officer. fawns come into the town with their mothers, searching for food. They are weaker, smaller, and slower than their mothers. When the does are chased by dogs they can get away, but often times the fawns cannot, Swenson says. It is impossible to keep deer out of the community at this time of year, Swenson says, so the solution is for people to keep their dogs controlled Under Nephis ordinances, it is illegal to let dogs run loose. City policemen, the citys animal control officer, and Officer Swenson will be making an extra effort to control dogs in the coming weeks. Swenson says dogs seen chasing deer will be shot on sight, as Utah law says any citizen has a right to kill a dog chasing wildlife or livestock. Owners of the violating dogs may be prosecuted. Allowing dogs to chase wildlife is a class B misdemeanor, and those who allow their dogs to violate the law can be fined up to $299 and may be jailed for up to six months. Swenson says another problem this time of year when the deer come down is the harassment of the animals by people on snowmobiles and in other vehicles. - Such harassment is also illegal, and the perpetrators could be prosecuted.
