The Nephi City Corporation currently holds right to lands affected by the proposed project. The application estimates that the average annual energy output would be 6,430,000 kWh. Project Purpose of Project energy generated would be sold to tne Utah Power and Light Company. Proposed Scope and Cost of Studies under Permit Applicant seeks issuance of a a for preliminary permit period of two years during which time Applicant would investigate project design alternatives, financial feasibility, en- vironmental effects of project construction and operation, and project power potential. Depending upon the outcome of the studies, the Applicant would decide whether to proceed with an application for FERC license. Applicant estimates the cost of studies under the permit would be $23,000. Purpose of Preliminary Permit A preliminary permit does not authorize construction. A perif issued, gives the Permitmit, tee, during the term of the perthe mit, right of priority of application for license while the Permittee undertakes the necessary studies and examination to determine the engineering, economic, and environmental feasibility of the proposed project, the market for power, and all other information necessary for inclusion in an application for a license. Federal, Agency Comments State, and local agencies that receive this notice through direct mailing from the Commission are invited to submit comments on the described application for preliminary permit. (A copy of the application may be obtained directly from the Applicant.) Comments should be confined to substantive issues relevant to the issuance of a permit and consistent with the purpose of a permit as described in this notice. No other formal request for comments will be made. If an agency does not file comments within the time set below, it will be presumed to have no comments.
