Show Utah Foundation says Gas, asphalt costs make highway construction, repair hard The purchasing power in terms of highway construction of Utahs motor fuel tax dollars in 1979 was only 62 percent of the purchasing power of 1970 tax dollars, even though there were al- twice as many most dollars last year as in 1970, says the Utah Foundation. The reason for this paradoxical situation is the double impact of the petroleum crisis on highway construction and maintenance operation, the Foundation points out in a research this report released week. The double impact is felt because: The rising cost of fuel induces motor motorists to drive less, to use more cars and trucks, and to reduce or eliminate the use of recreational vehicles. As a result, less motor fuel is purchased and less tax is collected, even though considerably more money is being spent for motor fuel. The cost of asphalt, a petroleum product and. an important element in highway construction and maintenance, has risen in recent years f more than two and as as times rapidly the consumer price infuel-efficie- one-hal- dex. As a result of this situation, the Utah Department of Transportation has had to curtail its major highway rehabilitation program and there appears no prospect of its being restored unless and until there is a major improvement in the financial situation of the department.
