Colonel Peay ppointed out that the lottery drawing is part of the continuing Selective Service responsibility and law, even though the authority of the President to induct men is temporarily delayed. He stated that having the draft lottery now will enable the young men who face possible induction next year to know their relative chances of induction so that they are better able to plan ahead. In view of this, I think that we must consider a moderate alternative. A raise of the minimum wage from the present $1.60 an hour to $1.80 an hour in January of 1972, with a second-ste- p increase in 1974, may be the acceptable alternative. Particularly important is a provision for a teen-ag- e differential. A proposed bill would continue the $1.60 minimum for all employees under 18, and for students under 20. A unique provision would set a $1.60 minimum for any teen during the first six months of his first e job. Sherman P. Lloyd, R., Utah, said last Thursday that legislation now pending in the House raising minimum wages will place an unfair burden on most smaller employers and will create unemployment among many young people. Lloyd said that proposals that would increase the minimum wage to $2 an hour, or even more, would be impossible for many small businesses to pay. The small businessman is finding it more and more difficult to cope with higher costs and wage demands as it is, Congressman Lloyd said. If the federal government establishes a minimum wage of $2 in January of 1972, many businesses will not be able to cope with it. Hardest hit will be the part time employee and the student.
