HOWARD These trophies, prejudging. sented at an awards assembly by Earl Jarrett of the Juab Soil Conservation District, were won in contests sponsored by Soil Conservation Districts in Juab, Utah and Wasatch counties. This contest is held annually and during the past two years the Juab FFA teams have taken first places in contests held at Lehi and Heber. The ability of this team also was demonstrated when they recently took first place in a regional contest and seventh In the national land judging contest at Oklahoma City, V -- i , V- - SPEAK OUT, a couple of weeks ago, carried a communication concerning the collection of weeds, grass etc., which has blocked water at the various crossings of main street, and which had been allowed to accumulate on the comers. The mess has been cleared by someone, we imagine the city or the state road crews, but the problem of who is responsible has not been clarified in these columns. We herewith quote from an office memorandum to all State Department of Highways Foremen: According to Utah State law, as has been clarified and opinioned by the Attorney Generals office on three occasions, the responsibility for maintaining irrigation structures across a public highway falls upon the irrigator, unless the State Highway Department has constructed or caused to be constructed a device, for instance, a syphon, especially for that purpose. Therefore, we are obligated to maintain a syphon or some other special device for conveying irrigation water, but the irrigator, or canal company has the responsibility of maintaining other conveyors. Code Utah Section Annotated 1953, provides that the owner of any ditch, canal, flume, or other water course shall maintain the same in rewaste of pair so as to prevent water or damage to the property of others . . . rui In "WT TrVV qr'mrrv DO YOU NEED HELP?
