The land was withdrawn from the public domain between 1948 and 1954 to ensure an adequate reserve of uranium and vanadium for U.S. defense programs. In 1974, the withdrawn lands were offered for lease to the general public through a competitive bid process. The term of the leases was for 10 years with one extension.
