Scherick also reported that personnel manuals have been distributed to county personnel, with one employee refusing to accept a copy. It consisted of two adver- tised public hearings and lasted less than 30 minutes. The only public comments were offered by Joe Lyman, who spoke in favor of rezoning .51 acres from Residential-- 2 to Commercial. The city wants to ask the Impact Board for a $50,000 grant to hire an engineering firm to conduct a study on the structural integrity of the dam. The state has requested the study. Mayor Jim Slavens and Councilman Wayne Palmer represented the city at the public hearing. Other council members were attending a meeting of the Utah League of Cities and Towns held in northern Utah. Martha Johnson will place Mark Ewart as corpo- ral; Ewart will replace Kelly Bradford as sergeant; and Bradford will work as a road deputy. Rick Bailey, assistant to sistant commissioners, reported that state statutes allow inmates in the county jail to mow lawns at the Blue Mountain Meadows Golf Course. He said the law provides for work release programs for qualified local prisoners. Persons who employ county prisoners must sign a work order, furnish meals and assume liability. Bailey said the county is held harmless in situations related to the work reHe said lease program. prisoners who accept work release agree to pay the county $25 per day or 80 percent of their pay in exchange for their room and board. Commissioners told Bill Todachinnie, Navajo Fair president, that $12,000 has been budgeted for the 1994 Utah Navajo Fair and told him to submit bills to the county. Man 23 arrested On September 13, Randy Chris Benally, age 23, was arrested without incident by San Juan County sheriffs deputies and special agents of the Federal Bureau of Investigation at Aneth. Benally was arrested pursuant to a federal warrant charging him with assault resulting in serious bodily injury. Benally was remanded to the custody of the U.S. Marshall in Salt Lake City. L. Tate, of Bland- ing, was seriously injured September 13 in a logging accident on Elk Ridge. Tate was loading logs when the boom swung free, hitting him in the chest and knocking him 15 feet to the ground. The accident happened at about 5 p.m., but it was nearly two hours later before he was discovered. David Kimmerle, of Blanding, who also logs in the area, was able to get help for Tate, but only after several hours of frustrated attempts. Tate was taken from Elk Ridge early Wednesday morning, after hours in the open in the rain and snow. He was taken to Farming-ton- , New Mexico for care via Life Flight. Tates back was broken in six or seven places and he suffered approximately 20 rib fractures. It took several days for Tate to stabilize enough for surgery.
