Though the gold is on federal lands and owned by the American people, taxpayers will receive no royalties for the minerals. The U.S. Treasury will receive less than $10,000 in fees from for applied patents in the spring of 1992. The Bush Administration accelerated consideration of its applications under a pilot program to expedite the patenting process. Secre- tary Babbitt ended this program upon taking office.
