Symington! of Arizona, and Govenor Fife the Symington, Arizona Legislature deserve a hearty slap on the back. They have formed a Constitution Defense Council and funded it with a $1 million appropriation! The Constitutional Defense Council arises from the conviction that this continuing expansion of federal power violates the letter and spirit of the U.S. Constitution. Some of the constitutional issues which may be raised by the council include: The consitutionality of unfunded federal mandates and federal mandates generally; The consitutionality of federal court ruling which puport to manage state prision systems and compel expenditure of limited state corrections funds on the purported rights of convicted felons; The constitutional authority of the EPA and Congress to mandate safe environmental requirements, including fiscal structures, and their ability to threaten penalties for technical non-complian- ce; The constitutional limits on the federal government to impose laws and regulations which abrogate water and private property rights, diminish state authority for management of public lands and irreparably damage local economies supported by mining, timber and ranching industries. Maybe they read The San Juan Records editorials? Last week was too soon to get this done, but it is coincidental ... or is that providential? A July 1993 report of a federal advisory committee on Intergovernmental Relations asked for a two year moratorium on federal mandates and estimated the cost to state and local governments of only 11 federal regulatory statutes enacted since 1983 of $8.9 to $12.7 BILLION. This report also calls for reconsideration of the constitutionality of unfunded federal mandates! Cowboys are everywhere, arent they! Dear Editor, On January 15, my son, Floyd, was riding his bike on Mountain Rd., with his dog Doby following behind. Floyd had just crossed the road and turned the corner for home, when Doby stopped to play along side the road like puppies do. I called to Doby to come home when a Ford Ranger pickup appeared. Doby started across the road. The pickup hit Doby and killed him, only seconds after my son had crossed the road in the same place. The pickup was speeding. My dog can be replaced, but what if it would have been my son. The results would have been the same; the pickup would not have been able to stop in time. me share the heartache felt in our home over the loss of Doby. We first got him when he was only three days old. I bottle fed and babied him to the ripe old age of four months old when he was then killed. Doby was not only a dog; he was my Let Not here DOC! Did you hear about the California doctor under investigation of landing his helicopter in the Canyonlands to relieve himself? Hikers saw the copter land about 2 p.m. on Jan. 2nd and reported the incident. Park regulations define it as petty offense ($100 fine) but a ranger called it a significant violation of public health and safety plus the impact to wildlife (in Chessler Park). What ya gonna do? I hope that no one else along Mountain Road or Shumway Lane has to experience this horror. Everyone is guilty of exceeding the 35 mph speed limit along Mountain Road and Shumway Lane; I know that, but children and animals along this road have become my first concern. Instead of speeding along these roads, leave a few minutes early for school, church, or town. It would have saved my dog's life. To the young couple who killed my Doby, look and see what a purebread Doberman is worth. Stop and think of what my little boy felt like and the horror on our faces at the death of our Doby. Maybe it would help you to slow down so this never happens to you again. Please slow down, along the Mountain Road and Shumway Lane because next time it could be a child.
