Monticello City Council's raises are needed, unquestionablely, but the way it was done raises red flags in our mind. Ethically, we believe this topic should be a matter which should be on the agenda before any action is taken. When items are not on the agenda the public has no opportunity to attend, make comment (pro or con) and could lead to the impression that the city council is trying to "get away" with something. The reason agendas are suppose to be posted, by state statute, is to inform the public of the business they can expect the governmental body to conduct during the meeting. Ethically, any governmental body should only take action on items which are only on the agenda and refuse to take action on any item which is not posted on an agenda first - for the reasons mentioned above. If an unusually important item or an emergency item arises and it becomes necessary to take action, we believe it should be announced at the start of the next open meeting - in order to eliminate possible misunderstandings and jOTwL. Councils, boards and other governmental bodies get use to NOT having anyone there. But they should still try to perform as if they are always under the spotlight of public scrutiny. Perhaps someone could ask the various public bodies to videotape taeir sessions and put these on the public access channel the local cable provider is suppose to have as part of thier service - only a suggestion. Again, we do not question the investment the public is getting in public service from the council and mayor ... they are worth more than their respective raises, in our opinion ... but we do question the tactics, ethics and motives of: 1) action items being approved AFTER a closed session, 2) 'midnight motions' (or even 11 p.m. the certificates, gone out in weather to motions) for raises when they are not listed on goodnot-so-goothe agenda, 3) and the legality of a unanimous search hill and dale, used up their family nights and vote when all but two will benefit by such a vote.
