Expenditure of funds would be subject to legal audit. Wherever possible, legal ownership of existing facilities would be transferred to the appropriate governing body within the district. In exchange for the transfer of costs of recreational activities, the county will continue to pay 50 percent of airport maintenance and operation, and 50 percent of city road and snow removal work. Each commission district will have to determine its own - Page 9 governing structure. Several options were suggested. One option is establishing special service districts with or without taxing power, then allocating a share of the money to each community within the commission district on a per capita basis. This plan is possible only if the community has an entity authorized to receive the funds. County commissioners stressed that the interest from the treasury notes could be used "only for community recreation activities. The Blanding, Monticello and UNDC representatives appeared to be receptive to the proposal and will present it to their respective governing bodies. County commissioners pointed out that implementation of the proposal will require legal scrutiny.
