This was the projection made by Utah Foundation, a private research organization, after analyzing the latest school enrollment figures released by the Utah State Office of Education. The prospect of a leveling off in overall school enrollments should help ease some of the financial pressure that has been placed on Utah education during recent years. Between 1977 and 1987, public school enrollments in Utah rose by 33.5 percent while they were declining by 8.2 percent in the nation as a whole. Even though school outlays to support education has been rising much faster in Utah than throughout the nation over the past ten years (159 percent compared to 123 percent), Utah lost ground among the states in the amount expended per school child. The study shows that school enrollments in the San Juan School District increased by 42, or 1.24 percent this year. Fall 1988 enrollments totaled 3,431 pupils, compared with 3,389 in middle grade enrollments (7-will continue to grow until 1993 and high school grade enrollwill not decline ments (10-1until some time after 1996. In other words, the enrollment load is shifting away from the elementary grades to the middle school and high school grades. Although total school enrollments in Utah still are rising, the increases are less than half of what they were six years ago. A recent report of the Utah State Office of Education shows that there were 429,551 students enrolled in the public school system on October 1, 1988. This represented an increase of 6,165 students from the previous year. By contrast, Utah enrollments climbed by 14,799 pupils six years ago in 1982. Foundation analysts point out that private schools never have been a major factor in the Utah education system. Currently, there are only 5,855 students enrolled in private schools within the state. This accounted for about 1.3 percent of total enrollment in Utah 9) 2) year-to-ye- ar whole. According to the Foundation analysis, kindergarten enrollments in Utah have been declining since 1985 and elementary grade enrollments ) probably peaked this year. There were 35,285 live births in Utah during 1987, compared with 41,786 in 1980. Preliminary figures for 1988, however, indicate that the number of births are up slightly this year. The Foundation report observes that it is still too early- to tell if this increase represents a reversal of the general trend established in the 1980s, or whether it is merely a temporary aberration in a generally downward trend.
