According to UNI officials, the problem began when UNI had to bear 100 percent of infrastructure development costs at the marina, costs borne by the Park Service at other marinas on the lake. For this reason, UNI officials say, they had to seek grant money to fund completion of water and waste water systems. one-wee- At a meeting held in May of 1988, NPS stated as long as UNI was working to resolve the deficiences, they would allow the marina to continue to operate. Since the lagoon site selected was outside, the intital development area for the marina, NPS decided environmental impact studies and archaeological clearance were necessary. In October 1988, two months were allotted for the studies and clearance. Meanwhile, UNI, with the assitance of Plateau Engineering, made modifications and additions in turbidity and flow meters to the water treatment plant as requested by the Utah Department of Health. The Paiute Farms site is considered temporary with for a permanent marina plans to be located at Copper Canyon. Of concern to the NPS, particularly if the lagoon needs to be lined to prevent seepage, is whether it is cost effective to spend money on construction of a lagoon at a temporary site. This determination will have a major impact on the perma-nanc- e of utility infrastructure and what is or is not cost effective at the temporary site.
