Police to issue citations to fire spectators City Police will start issuing citations to pe rsons who interfere with firemen in pursuit of their duties. This came as an announcement from City Manager Bill Walton Wednesday, following the Tuesday evening fire at the Ralph Robson residence. At that blaze, tiremen could not even get to the fire. In addition, spectators crowded the area so much that normal through big traffic couldn't get by. As a result, Mr. Walton said, spectators will be kept one block from the site of the fire in the future and will be issued citations for any interference with the lire lighting.
