Directing the attention of the subcommittee to the fact that the Utah portion of the Four Corners Area, known as The Golden Circle, is more than 90 per cent m federal ownership, Senator Moss asked and the subcommittee agreed to his amendment that $3 million for Public Lands Highway Funds in each of fiscal years 1966 and 1967 be increased to $9 million, making a total of $18 million. The subcommittee also to point out in the committee report the acute need for such funds to be used for construction on Utah Highway 95, which traverses the and Lake Powell and the importance of Utah Highway 95 up North Wash being built to secondary road standards. Senator Moss, at the meeting of the subcommittee today, reserved his position to move in the full Senate Committee on Pubic Works, of which he is a member, for two additional amendments: 1. That the item of $2 million for Public Lands Development of Roads and Trails be increased to $5 million for each of the fiscal years 1966 and 1967, making a total of $10 million, such increase to be used to provide access roads from Highway 95 into the recreation sites being developed along Lake Powell; and 2. That $18 million for Indian Reservation Roads Funds be increased to $21 million in each of fiscal years 1966 and 1967, making a total of $42 million, such increase to be used to provide access to Lake Powell and Glen Canvon Recreation area through the Navajo Indian Reservation. Senator Moss explained the need for additional funds is due to the tremendous road construction program required to open this scenic wonderland to visitors being far beyond the resources of the state of Utah to carry out.
