Last March we asked you to approve the issuance of $200, 000.00 in General Obligation Bonds to finance the citys share of the cost of the project. At that time we believed that we would get a government grant for the balance of the project cost, which then amounted to This included a 34 million gallon $347,000.00. per day Treatment Plant, a 40 acre foot reservoir for the culinary water and a separate irrigawater consisting of tion system for a 40 acre foot reservoir and piping to all the large irrigation users in the city. We explained at that time the urgent need we felt to proceed with the project that after much study of Monticellos chronic water shortage it had been concluded that the only means water in of solving it was the storage of run-odemand order to even out the short supply-lon- g situation in August and September. While the water supply situation has, of course, not changed, the fiscal picture has. For reasons known only to themselves the powers that be in Washington have not seen fit to assist Montieello in improving our water system, although many cities whose water problems were not nearly so critical as ours did receive a grant. Therefore, it appears that the citizens of will have to solve their problems on their own. We do not object to this, nor is it a new situation with us. Because of the lack of government assistance, however, it has been necessary to reduce the size of the project to one we can afford. The revised plans call for construction of a 25 acre-foculinary water storage reservoir and the 34 MGD Treatment Plant. The estimated cost of these facilities including engineering fees is 0 gal$255,000.00. However, as wre told you before the election last March, it will probably be necessary to increase water rates by $1.00 per month to acquire additional money needed to operate the plant. The City Council sincerely requests you to vote for the issuance of these additional bonds. Let us provide Montieello with a plentiful supply of good water at all times and keep our city a good place in which to live. ot BY By Norman E. Lund ell Your council firmly believes that the only solution to Monticellos chronic water shortage is in construction of this water treatment and storage facility. Our engineers have assured us that with regulation of the large irrigation users the planned facility will be adequate for all future needs, and if increased needs do arise the plant can easily be increased in size. We are trying to build the needed facilities as inexpensively as possible and still do the required job. The council does not anticipate the necessity of increasing taxes to pay for the greater obligation we are assuming.
