PHONE IN YOUR NEWS Register Forms Triplicate Duplicate SAN JUAN RECORD Memmoff introduces bill to induce industries in state Representative Cliff Memmott, publisher of the Uintah Basin Standard, has introduced a bill in the House of Representatives which calls for enabling legislation to authorize towns, cities and counties of Utah to issue bonds or other obligations by which they can induce small industries to come into the respective areas. The bill that is fashioned after a plan now in operation in the state of Mississippi and is listed as H B 197 is being by Rep. George Collard, Mrs. Algie Ballif, Clark Newel, and Melvin Foxley, A study has been made of the Mississippi plan by a prominent Provo business man, D. Spenser Grow, Presirent of the Utah Savings and Loan Association, who has made several trips to the southern state to gather data concerning the plan. The state of Mississippi has employed a financing program similar to the one being considered by Utah legis- the house, Ernest Dean, Fork), is one of the enthusiastic backers of the proposal and will use his influence to push the bill through the house. Rep. Memmott called attention to the dwindling population in cities and towns in most of the rural areas and predicted that enactment of such .a law could bring security back to Rural Utah, and make small towns again a place where people could want to reside and raise their families. Memmott the enabling act, if passed, will make it and for municipalities legal counties to issue bonds to build or acquire buildings and property that will be leased to firms to to conduct small industries in the area. The act will also provide for the creation of a board to be known as the Utah Industrial Development Board and will call for the appropriation of funds for operation of the board. Mr. Grow in his study has found that several other states have made possible to have 100 per cent industry financing. They are Tennessee, Arkansas, Rhode Island, Vermont and Manie. In 1959 alone Mississippi landed 96 new plants ranging up to 475 employes and most of them in smaller communities by using the financing plan. Repayment of bonds, which, under the Mississippi plan, will be made by the industrial firm who will pay rent sufficient to amortize the bonds in 20 years and pay a fair share of the taxes. This will make for a stronger tax base and a new payroll to spark the communitys economy. The proposed board whose duties would be to administer the act and help induce firms to Utah would be made up of the governor, president of the senate, speaker of the house, two members from the senate and two from the house to be appointed by the president and speaker and the chairman of the industrial commission. The governor will appoint seventeen members at large representing the geographic areas of the state. Members of the board will serve for four years without pay. The bill also calls for appointment of an executive director who would receive a salary. Sponsors of the bill feel it has an excellent chance to be enacted into law during the current session of the legislature. Debra and John Larsen gave reports about the Navajo Indian stories. Our readers have good Indian stories and we have seven books in our room library that we can read. Mr. Milners 5th Grade By Emma Randall We have been studying time tables and had two tests on them. We had to do one in 10 minutes and the other in 8 minutes. Last week we saw a show on the telephone. It wras discovered by accident when Mr. Bell got some acid on himself and his helper in another room heard him call for him over the telephone. Wallace Tudor, 1961 National Crusade Chairman for the American Cancer Society, will address the Utah Crusade leadership conference of volunteer workers from the county units Feb. 16 in Salt Lake at the Hotel Utah. Mr. Tudor has been active in the ACS since 1953 and currently is president of the Illinois division. In 1959 he earned the Societys national divisional award for outstanding service in cancer control. In 1954 he was named director of Personnel and in 1956 became vice president, heading his department. In 1958 he was elected to the Board of Directors.
