Show V THE RICH COUNTY NEWS, RANDOLPH, UTAH GOOD SURVEY NATIONS HIGHWAYS Accurate Measurement of America's Net of Roadways Soon to Bo Made by Government. (Prepared by the United States Department of Agriculture.) Americas net of roadways Is soon to be measured accurately in terms of mileage, cost, character of construction, improvement work and general condition by the bureau of public roads of the United States Department of Agriculture. The survey, which Is the most extensive ever undertaken and the first In seven years, is to be made with the aid of state and local officials' and Individuals the country over, and is comparable only to the great task of taking the national census. Nobody, In all probability, could guess today within millions of dollars what the roadways total, In dollars and cents, on the ledger cf national assets. Nobody knows how many miles there are where wheel may roll. Thf far-flun- g strength and the weakness of the nations transportation arteries likewise are unknown In detail. , When the survey is completed-- all these and other facts will be known and will be available for guidance to road builders. In addition there will be abundant data to show- - up comroads parisons of costs. The well-buiof, say, Pennsylvania can be laid, dol lar for dollar and mile for mile, alongside the well-buiroads of California and other states. First cost and main tenanee of macadam, asphalt, con Crete every kind of road bullt-tfr- on one section can be matched against such costs from every other section, II desired. The way to make the dollai most effective In road work thus will be pointed out Rural highways as well as urbar are to be included, the latter embra-ln- g all roads, streets and alleys in incorporated communities of 2,500 in Never say without saying Bayer. It will. In fact. It has already. This headquarters Is. described as the lovely old Dean place, an old mansion Burrounded by nearly ten acres of trees and lawns, a beautiful but deserted garden' spot In the heart of Washington. They say the price to be paid Is a million dollars or so, and the first payment has been made the women are in possession anJ the foundation Is already functioning In a tentative Bort of way. But this million dollars is but a drop in the bucket and the bucket Is to be a twelve-quar- t affair and full to the brim. There are to be a club home, a guest house or woman's hotel, an auditorium, an opera house, a sylvan theater for pageants, etc, etc. How comes all this? Well, Its this way: The Idea originated with Mrs. C. C. Calhoun. And she says Uls about Its genesis: It first suggested Itself to me at the Democratic convention at San Francisco. 1 had gone out merely us a spectator, and with very little Interest In suffrage. I was reared In Lou.-lan- a and I confess to still nursing the old traditions of the South as to men doing the work and the big things and women confining their Influence to the home and community. As the convention progressed, my eyes were opened. . I was simply amazed at the speeches made by the women. They were by far the most forceful and inspiring talks I heard. And when I saw bow the men treated them every prejudice I had been harboring was overturned. It looks as if women are going to make pretty good national helpmates,' thought I, but theyll make much better if their activities are centralized and they have the right sort of leadership. Theyll need help to do this.' And ail the way across the continent a plan was formulating In my mind, whereby I could aid, at least, the Southern women. Later, when I was asked by the men representing the Southern Cora- inerdal congress to become president general of their womans auxiliary, It seemed to give Just the Impetus needed, for at once I saw In It an op-- ; portunlty for organizing the women of the sixteen Southern states. Why not establish for them a clearing- house at the national capital, where representatives could come on - - - matters of Interest und work as tin unit? With our efforts concentrated in one central place, we could do a million times the amount of work that detnched clubs could do working separately, organized The idea, when suggested, proved such a popular one that I was by organizations of women in the North, requesting that it be made a national movement, instead of being confined to the South. The foundation will be a clearing house for the nations housekeepers. Governed as a democracy, it will have no purpose of its own except to further all the purposes of forward-lookin- g women and women's organizations. It will be divorced from factionalism of any kind, and furnish a neutral meeting ground on which to work out woman's viewpoint on national and world questions affecting the com' mon weak will be The foundation very careful to avoid duplication of specific work being done by other established agencies. It will not Interfere, for instance, with the work of the ited Cross, but will try to Improve civic conditions In small towns by working for better schools, hospitals and general health und recreutlon facilities. In homely language, women need a switching l) td for the interchange of ideas uud dissemination of Information on their Infinitely various In' - terests. The most vital problem facing the sex on the threshold of its new endeavor Is hoiv to tuke stock of Itself, how to find the full measure of its resources and marshal the strength, of its collective intelligence. The building program of the foundation Is elaborate. It begins with the erection of a mugnlficeut club home, beuutiful as a temple, in which all womens organizations desiring headquarters in Washington will be invited to reserve space. In conjunction with the club home: a guest house or womans hotel will be built, so thut members vlsiilng In Washington niny secure delightful dal Ions at moderate expense. An qnornions auditorium ts planned, with "wings holding committee rooms, offices for club members, lecture rooms and - An opera honse will lie built and leased to American opera companies. There will be a sylvan theater for pageants and every modern facility for Indoor and outdoor entertainment and health exercise. Flans are also completed for the erection of a stately hall, to lie known as the Hall of Remembrance. In this Concise and Literal.
