It is better to build a cheap road and keep it in good condition by adequate maintenance than to build the most expensive highway and permit it to deteriorate for want of care, say officials of the bureau of public roads of the United States Department of Agriculture. P. C. Harris, the Adjutant General of the Army, a man may enlist to study music who has bad no musical d training, whatsoever. bandsmen find so many opportunities in civil life today that the regiments have great difficulty in keeping their men, once thl have become finished musicians and have had their temperament well ordered and disciplined by their army experience. A tremendous demand exists for their services in factories and industrial plants, where easy jobs at good pay are waiting for army musicians. There they are immediately assigned to the band, now an important part in welfare work among large corporations. Today the army tfill take any man and teach him the instrument to which he is best adapted, or the one which he may desire. The young fellow who yearns to learn march music and jazz, will be sent to the Seventh Recruit Depot band, Columbus barracks, Ohio, where preparations are now being made to train two hun-- ! dred musician's for the . army, undef ' ' my direction. I may say that here the road to ; finished musical education lies open to any man with musical training, talent, temperament, or aspiration. For the finished musician there is the probable opportunity that he will be able some time to organize and conduct his own band the goal that beckons every bandsman who has the truly musical spirit. To, those men whose training Is incomplete, or whose main quality is musical talent and a desire to develop it, the army holds out inducements that cannot be approached in civil life. These men may be accepted for enlistment in any fighting branch of the army they desire. They come to the Coiumbus recruit depot for enlistment, and here they are immediately tested as to their musical ability or capacity to receive instruction. For attending the weekly drill, the least pay drawn is $1, and nearly $3 is allowed for certain noncommissioned officers. Rebuilding Old Guard. The National Guard is calling for recruits to rebuild upon the foundation of the old guard a new structure that will perpetuate the splendid traditions of that force. There are organizations In the ijstional Guard which have records tl.at are rich in action and accomplishment, and regimental histories showing parts taken in wars back as far as the American revolution. In the World war it furnished 17 combat divisions nearly lf 400.000 officers-an- men. d a Macadamized Maryland. Road in has consistently followed tills practice. The originally Improved roads In Maryland were comparatively costing only what the taxpayers were willing to pay for. The first few years the average cost was In . some less than $10,000 a mile. cases the work entailed considerable grading and drainage, but in others It amounted simply to resurfacing the old turnpikes, which had already been graded and drained. Generally the roads built at that time were macadam, 12 feet wide and six inches thick. Soon the width was increased to 14 feet. Later many were widened still farther, some very successfully, by adding concrete shoulders on each side of the existing' macadam. This method of improving roads makes it possible for traffic to ontinue unimpeded on the road while he work is going on. - ' The macadam roads in Maryland lave given very good satisfaction, but continuous care has been largely responsible for their success. The roads are constantly patrolled and no hole if any size is allowed to go unrepaired. Material for patching is kept at convenient points along the road for the use of the patrolman. From' a elatively small investment in an ade road it builds up a mittedly better one from year to year, always conserving the bulk of the previous investment. -- low-typ- KEEP ROADS OWN IN WINTER Federal Highway Commission gests That Special Efforts Made by State Officials. Sug- Be It is suggested by the federal highway council that state and county highway departments make a special effort to keep the roads clear of snow during the winter r months and thus permit of uninterrupted traffic. The transportation of certain commodities is really more important during the winter than in summer and it is then that the roads are more difficult to pass over. Then, too, the rural mail must be carried whether loads are good or bad, and when the snow drifts several feet deep over, the roads the life of the rural mail carrier is anything but plqagant. As the snow melts it transforms many roads into a mire that, is almost impassable. On any road, no matter how good, there is a tendency for the melting snow to soften the subgrade and loosen the base nnder the wearing surface, thus causing great damage to the road. Road officials could do nothing better than to keep their equipment busy in the winter removing, the snow from the road surfaces. It is one form of maintenance work that Is very essential in lengthening the life and usefulness of tlie highways. , BENEFIT TO SUBURBAN LAND One Advantage of Road Improvement Would Be to Open Up Territory for Homesteads.
