Whereas the Corporation of Manti City is now free from debt, and is m need ot funds to procure good watei ioi culinary and domestic purposes and lor other corporate purposes: Now, for the purpose of borrowing money to procure good water for the use of the inhabitants of said Citv, and for other corporate purposes, it has been deemed pr jdent and best, to issue a series ol twelve five hundred dollar bonds pursuant to an act of the Legislative Assembly of the Territory of Utah, approved March 8th, iSSii. Therefore; Sec I. Be it lesolved by the City Council of Manti City: That for the purpose of obtaining money to procure good water for Manti .'ity, and for other corporate purposes, said Corporation a series of twelve lithographshall ed coupon bonds of the denomination of five hnndred dollars each, the principle payable at the otiice of the City Treasurer of Manti City ten (10) years alter the date theieof.said bonds to bear date of January Inst, A. 1)' 1S90, with interest from the date thereof at the rate of seven (7) per. centum per, annum, the interest payable on the first day ol July, A. D. 1S90 and semiannually thereafter on the first days of January and July of each year in the City of Salt Lake at the Deseret National Bank, or its successors on presentation and surrender of the Coupon as they become due; both interest and principle payable in lawful money ol the United States of America, and said bonds shall be exempt from taxation by Rlanti City. TAT NOTICE No. 10. EAGLE ROCK, IDAHO. Issu- Said bonds shall be signed by the Mayor and T reasurer of said City and before the issuance of any of them the Corporate Seal of said City shall be affixed there-t- o duly attest by the Recorder of said City. Sec. 3. Said bonds shall be numbered from one (1) to twelve (12) both inclusive and they shall be regestered in numerical order in a book kept for that purpose by the Recorder of said City, and said bonds shall be sold only upon order of the City Council and in such lots and on such terms as it shall designate, and to each of said bonds there shall be attached twenty (20) coupons numbered from one (1) to twenty (20) both inclusive, with the proper date of payment named therein. Sec. 4. The Seal of the Corporation shall not be impressed upon said bonds until the time of sale thereof, and such impressions shall be made in the presence of the Mayor, Treasurer and Committee onJFnance of said City ,Proriaed The order of selling and attesting said bonds including the sealing thereof may be changed or modified by order of the City Council. Sec. 5, Whenever the City Council of Manti City shajl have arranged to issue said bonds, or any part of them, said Council Miall direct the Tresurer of sa.d City to advertize for the sale of bonds to be issued as aforesaid, by rallying a notice of said sale tq be published i.u the period of ten (ioi days two f2) daily newspapers, published in Salt Lake City. Such notice shall Specify the amount of bonds to be sold, the rate of interest they shall bear, the. place, day and hour of sale, and that all bids will be received within days from expiraiun of said publication in said papeis; and at the place and time named in sa d notice, the Tresurer of said city together w i'll theCommittee on Finance of said City Council shall open all bids , and they recened hv said shall awaid the puichase of said bonds or the p irtaiu ottered lor sale to the highest bidder, or bidders thereof, Provided-- , tu.,t said Tiesuter and said Committee on Finance shall have the right in betiall of said City to reject any and all bids; and Provided further , that they may in their descretion, refuse to make any award of said bonds unless sufficient security shall be furnished by the bidder, or bidders, for the compliance with the terms of his or their bids Sec. 6. For the purpose of providing for the payment of the interest on said bonds, as the same shall become due, the sum of four hundred and twenty (420) dollars or so much thereof as may be necessary is hereby appropriated annually. Sec. 7. At the expiration of two (2) years after the issurance of said bonds there shall be set apart and the same is hereby appropriated annually, the sum of seven hundred and fitty (750) dollars as a sinking fund to pay the principle of said bonds, as the same shall fall due. Provided . That nothing herein shall be construed to proh.bit the City Council at any time from making any other pro vision for the redemption of said bonds as the same shall fall due.
