I can say tli.it he is a man of broad views and laige intellect, and has ever looked forward to the interests and the advancement of the Territory of Utah. Though he was ever mild in disposition, he was a man of indomitable will. He has introduced the same bril which made this institution a possibility, or similar bills, for the past three or four sessions. For some reasons, which it does not on tins occasion behoove me to mention, they were defeated and failed to become law. At the last sitting of the legislative assembly of this Territory, my friend, for such he proved to be, concluded by the introduction of the reform school bill to go one step farther, and designated Ogden, Weber County, as the place for the location of the school. It was done from no selfish motive, but he named the place and intended it that way, from a sense of honor He believed that in the furtherance of justice and in the interests of the entire population of Utah Territory, no more suitable place than Ogden could be found for the location of He was this important institution. friendly to Weber County. At eveiy turn he proved to be the staunchest friend in that assembly of Weber County as the proper location.
