Substantial surpluses have been built up in certain funds. Utah now has an opportunity for tax reduction. I invite your at- tention to the feasability of abolishing sales tax on food and medicines purchased for private use, and on building materials and equipment used in the con- struction and operation of manu- facturing and processing estab- lishments in manufacturing and itself will be subjeef to ythe sales iax I believe tax reductions of this character will serve a purpose. First, it will result in tax savings to those of our citi- zens who are least able to bear the burden; and second, it will be an incentive and stimulus for new industry to establish facili- ties within the State.
