Rppqrts from Rapid City, Dak., .say that in spite of the poor crop in other parts of Dakota, no such magnificent crops were ever seen in in that vicinity. , The JSnsign acknowledges the (cprm Cleveland, Thurman, Thurman and Tariff Reform have each and all been defeated, but we are firmly of the opinion that Tariff Reform will live even under Republican rule, and the Republicans will get the credit for its 'ostering and putting into effect. The principles Represented by Cleveland, Thurman Rind Thurman are still honored and .will be coexistent with the United and the Republicans have been victorious. The excitement of the election is overt and the masses of the people have again settled down to their usual habits and regular business'and this great country of the The battle The Tribune, that all wise and ,irighty thunderer, has been ransacking its vocabulary again and has. jfound another name for Tiie Ensign This time itjs Sage Leaf. A R3age leaf is a small thing, but it is awfully .pungent and has a wonderful effect tor good when applied properly is the same color on both, sides, never changes color, and hangs throgty vinter and Bummer ,t. its branch. We hope to have at ;all times similar merits. Foreigp exchanges note the fact ?that the utilization of small coal, known as the slack, drpss, etc, into bribping jpanufaetured ly blocks or ot compressed fuel quettes is making considerable progress in fSngland. For household and other purposes briquettes are growing rapidly in favor. In Franco and Belgium thi? has been an ipiport-an- t industry pr many years, apd recently fjermuny has lyae greft strides in tikis' direction, apd even threatens' tp ,intioduce her briiri quettes England. The Department of Agriculture .gives Iowas acreage of spring '.wheat the present year as 2,468,981, .andfhe yield at 25,431,000 bushels. The Ensign rises to suggest to ,the citizens of Neplpi that February rs close at hand and that it is our opinion that the majority wan,t and will have a city charter. It would be well to have some programme under which to work to secure that charter in the best and piost speedy and economic isway. to Let those whose business it fead out in this matter meet at once and discuss plans in order that n yvh'en the month of February is us we will be prepared to proceed at once in a legitimate and logical d qp-o- . way to secure that charter. It jtvould be well, and, in fact, it is urgently neressary,to ascertain beforehand whether or no the people want a city pharter and if they do, tJo ba prepared apd know just how and when to get it, and when the proper time comes do the business ;up brown. Let this work be done. For the sike of the reputation of our town, we sincerely trust that if, at the Republican ratification to be 'held in Nephi next Tuesday evening, any 'person, even though he be 'a Democrat, proposes three cheers for our country and our countrys ' flag as did W. Q. A. Sinoot of 'Provo in that town last Saturday, ,that the crowd wil(l not stand with mouths agape anil refuse tocheeras (those loyal ( ?) Froyoites (lid. Any person who' cannot rally up enthusiasm enough at any time and at any place to respond to such a jtoast as that, and lustily too, is as an not worthy to be classed ' citizen. American Republicans will do well to remember that ever, iniieir defeat Democrats have not forgotten .their loyalty to and love fpr their country and laboring under the inspiration of those it is next to .impossible for liim to withhold himself at a ally of any kind, and he ,is not apt to propose a cheer or toast that will be disgraceful for any loyal American citizen to respond to. Let us plead 'with 'the Nephi Republicans for heavens sake no,t 'to make themselves tfye laughing stock of all sensible citizens as the Provo Republicans id by being ashamed to cheer for our country and our "countrys flag. . feel-'ing- s is fought United States will go on in its march of progress as though there had been no XotateR 'through all time. Last year Dakota produced Word comes through the well known economist, Edward Atkinson of Boston, that a chemical genius has made a wonderful discovery. It is a cheap method of dissolving zinc by combining with hydrogen and producing a solution called zinc water. This liquid, if applied to certain woods, notably white wood, makes it absolutely fireproof, and at a low cost. Mr. Atkinson regards this discovery one of the most important of the age, and one that will surely revolutionize fire insurance, as well as immensely decrease the loss by fire. The invention is kept secret for the present, but as soon as the patents are perfected we are assured that this wonderful zinc water will become an article of commerce. excitement. It is now known how the country stands politically. The Republicans are content and happy over their victory. The Democrats are also content and, if not happy because of the Republican triumpth are happy in the glorious outlook of the country for improvement and each are triends to the others. It will be a rest to have the minds of the nation directed to the welfare of the nation and country in its further developement and upbuilding without being agitated over the choice of a president. The political affairs of the country are now adjusted and will not need readjusting for lour years and during that time those in charge of political affairs, we believe, will do their work conscencious-l- y and for the best good of the country as there policy will teach them. It may not suit Democrats in every particular but they will accept of the service of the officers and cneeriully pay then tor that service, knowing that in this nation the uijaoiiiy reigns supreme. Other men, Republicans and Democrats, will go ahead and develop the country aud unvote their minds to poht-icmatters just enough to keep posted that they may know at at all times their preference and cast their votes according to those preferences when they are called upon to cast them. It is a noted fact that at all times in the past to Americans no time has appeared as good as the time just ahea of them and the present is no exception. With nothing likely to happen to divert the minds of the nation from work for advancement and all of our national advan-ageone could not wish for brighter prospects and no tear need be had for the future. During the heat of the campaign each party claimed that the other party, if in power would ruin the nation. Of course it is a fact that one set of principles is, and must of necessity be, better than the other, but there are too many good principles in each set to permit of the nation going to ruin while under the ruling power of eithef; so Democrats need have no fear and, under present circumstances, of course Republicans feel all right and are full of hope. There of course will still be Democrats and Republicans, but from now on for four years they will work together lor the.best good ofi the country. We have spoken above, relative to the United States as a nation and its political standing. Our views regarding Utah as a Territory and its political situation can be found elsewhere and we must 'say that it is really too bad and we are sorry to be obliged to express it, that iff this our fair Territory of Utah, circumstances aie such that the same logic will not apply. Would that it were not so. May the day soon come that in ytah as well as elsewhere Democrats can he Democrats and Republicans can be Republicans and can still be friends and that each party will work for the good ot the Territory and that neither will work for spoils or for the persecution of any class of people. al s, CURIOUS, Xx. D. O. Minor, COPFS LAND REVIEW. The new Additional Homestead Bill that Did Not Become a Law. Some few weeks ago I gave a synopsis of a bill pending before Congress containing Important and beneficent provisions, and predicted that it would pass both houses. Well, the prediction proved correct, but the bill failed to become a law because it was not reached by the President for signature before the adjournment of Congress. I have no doubt that the matter will teceive early attention when Congress reconvenes in December; that the bill will be and receive the signature of the President. In order that the people may be familiar with all of its provisions, I print it entire in this letter to the exclusion of other matter, deeming it of the utmost importance: An act to allow persons who have abandoned or relinquished their homestead entries to make another entry, and for other purposes. Be it enacted etc.. That any person who has not heretofore perfected title to a tract of land which he has made filing law, or enupon under the try of under the homestead law may make a homestead entry of not exceedsection of public land ing subject to such entry such previous filing or entry to the contrary notwithstanding, but this right shall not apply to persons who perfect title to landsi under the preemption or homestead laws already initiated. "Sec. a. That whenever it shall be made to appear to the register and receiver of any public land office, under such regulations as the Secretary of the Interior may prescribe, that any settler upon the public domain under existing law, is unable by reason of drouth, whole or partial destruction of crops, sickness, or other unavoidable casualty, to secure a support for himself or those dependent upon him or her upon the lands settled upon, then such register and receiver may grant to such settler a leave of absence from tile claim upon which he or she has filed tor a period not exceeding one year at any one time, and such settler so granted' leave of absence shall forfeit no right by reason of such absence: Provided, That the time of such actual absence shall not be deducted from the actual residence required fry law. "Sec. 3. That the price of all sections and pads of sections of the public lands, within the limits of the portions of the several grants of lands to aid in the construction of railroads, which have been heretofore and which may hereafter be forfeited, which were by the act making such grants or have since been increased to the double minimum price and, qlso, of all lands within the limits of any such railroad grant, and not embraced in the grant lying adjacent to and coterminous with the portions of the line of any such railroad which shall not be completed at the date of this act, is hereby fixed at cents per one dollar and twenty-fiv- e acre. "Sec. 4. That from and after the passage of this act, any homestead settler who has entered less than section of land may enter other and additional land lying contiguous to the original entry, which shall not, with the land first entered and occupied, exceed in the aggregate, one hundred and ixty acres without proof of residence upon and cultivation of the additional entry; and if final proof of settlement and cultivation has been made for the original entry, when the additional entry is made, then the patent shall issue without' further proof. "Sec. 5. That every person entitled, under the provisions of the homestead laws, to enter a homestead, who has heretofore complied with, or who shall hereafter comply with the conditions of said law, and who shall have made his final proof thereunder, fora quantity of land less than one hundred and sixty acres, and received the receivers final receipt therefor shall be entitled under said laws to enter, .by legal subdivisions of the public lands of the United States subject to homestead entry so much additional land as qdded to the quantity previously so entered by him shall not exceed one hundred and sixty acres: Provided, That in no case shall patent issue until the person making such additional homestead entry shall have actually and in conformity with the homestead laws resided upon and cultiyated the land entered therein aud otherwise complied with such laws." Should my opinion as herein expressed be verified, many homeless people will have occasion to rejoice in the opportunity to secure homes. Henry N.
