Stockowners to whom these permits are issued, will be required to pay a reasonable fee fur the graziug privilege. For these reasons the intrusion of uu permitted stock upon the forest reserves will not only damage reserve iuieresta by overgrazing tho range, but will also in fiiet great injustice upon the permittees who are paying for the full forage capacity of the reserves. Therefore, persons who allow their stock to drift and graze ou the forest rererves without a permit, whether they do so intentionally or otherwise, will be regarded as trespassers, and will io o all right to permitted privileges of any kind upou forest reserves. For this reason you will refuse to consider the application of such for special privileges, and inform this office of such applications in each case. Please inform them also that, even upon reinstatement in the future, they will have lost any preference in grazing permits to which they might otherwise have been entitled through priority in occupancy of the range. The forest service is actively ad vocating the passage of a bill to grant five per cent of the gross receipts from forest reserves to the counties in which the reserves are situated, to indemnify any possible loss cf taxes through the creation of said reserves.
